Also Known to be Present: Sarah Arney — North County Outlook, Jim Rankin, Mike Hopson, Ken Klein, David Mathieson — Planning Commission, Debora Nelson, Barbara Tolbert, and Gale Fiege — Everett Herald. Mayor Larson called the meeting to order at 7:OOPM. Steve Baker moved to approve the Agenda, and Marilyn Oertle seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP — NO ACTION WAS TAKEN 2012 BUDGET - DISCUSSION With the use of a power point presentation Finance Director Jim Chase reviewed the 2011 — 2012 Budget distributed earlier in the evening. He gave the Budget Options including suggested Short Time Revenue Increases and Immediate Expenditure Decreases, Employee Count, and the 2011 — 2012 Revenue Timeline. At the conclusion of his presentation Mr. Chase answered Council questions. Assistant City Administrator Kristin Banfield, City Attorney Steve Peiffle, Jim Kelly Paul Ellis, and City Administrator Allen Johnson also answered Council questions. A lengthy discussion followed. BRIEF REVIEW OF COUNCIL AGENDA ITEMS FOR THE OCTOBER 3Rc COUNCIL MEETING: Public Works Director Jim Kelly briefly reviewed the following items: Centennial Trail Award Mr. Kelly asked for Council approval as long as the bid comes under the estimate. He then answered Council questions. 671h Avenue Phase 3 Contract Amendment This is Supplement #6, and Mr. Kelly announced that the BNSF approval has been granted. 67th Avenue Phase 3 Easements & Dedications Mr. Kelly discussed the City's request for easements along 67th Avenue, and throughout the presentation he answered Council questions.
