Also Known to be Present: David Mathieson — Arlington Planning Commission, Ken Klein, Jim Rankin, Barbara Tolbert, Debora Nelson, Mike Hopson, Kirk Boxleitner — Arlington Times, Sarah Arney — North County Outlook Mayor Larson called the meeting to order at 7:OOPM. Steve Baker moved to approve the Agenda, and Marilyn Oertle seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN 2012 Budget Finance Director Jim Chase distributed and then addressed the Preliminary Budget as of September 12, 2011, as presented in a power point presentation. Throughout the presentation Mr. Chase answered Council questions and there was much discussion. There will be continued workshops on this item. Input and suggestions were solicited from all who have creative budget ideas. Process for Filling Council Vacancy City Attorney Steve Peiffle spoke to the process for filling the vacancy of Councilman Scott Solla. He recommended December 1 as the final appointment date and then reviewed the proposed timeline. Mr. Peiffle asked for input regarding the process and timeline, and answered Council questions. A 5-minute break was taken at 8:20PM, and the meeting resumed at 8:25PM. Land Use Code Amendments Community Development Director David Kuhl presented the proposed Land Use Code Amendments, and throughout the presentation Mr. Kuhl answered Council questions and concerns. Equipment stored on vehicles was not discussed by the Planning Commission and may be eliminated for consideration. 186th Street Right of Way Dedication from Arlington School District Public Works Director Jim Kelly spoke to the requested Right of Way Dedication. There were no Council questions. Enviro Propane 74th Street Right of Way Dedication Mr. Kelly briefly addressed the proposed right of way dedication for 74'h Avenue. He then answered Council questions. Authority to Bid Centennial Trail Gap South Using Small Works Roster Mr. Kelly spoke to and then answered Council questions regarding the Centennial Trail Gap.
