City Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Police Chief Nelson Beazley, Jim Kelly, Eric Scott, Rob Putnam, Cristy Brubaker, Sherri Phelps, Julie Good, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Mike Hopson, Ken Klein, Vickie Solla and family, Laura Kuhl, Mike Zachman Commissioner of the Parks Arts and Recreation Commission, Arleen Beazley, Sarah Arney — North County Outlook In the absence of Mayor Larson, Mayor Pro Tern Steve Baker called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Marilyn Oertle moved to approve the Agenda. Sally Lien seconded the motion which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Resolution 2011-017, honoring the life and legacy of Councilmember Scott Solla The Reverend Mike Zachman spoke and then gave an invocation in honor of our recently departed Councilmember Scott Solla. City Administrator Allen Johnson read a Resolution honoring the life and legacy of Councilman Solla. At 7:07PM a 5-minute break was requested and at 7:10PM the meeting continued. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Marilyn Oertle moved and Sally Lien seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the August 15 and 22, 2011 meetings 2. Accounts Payable Electronic Payments and Claims Checks #74435 through #74587 dated August 16, 2011 through August 31, 2011 in the amount of $1,052,589.86, and Payroll Checks and EFT Payments # 27327 through #27355 for the period of August 1, 2011 through August 31, 2011 in the amount of $1,205,036.59 Page 1 of 3 Minutes of the City of Arlington City Council Meeting September 6, 2011 3. Authorization for the Mayor to sign the 7ch Amendment to the City of Marysville Jail Interlocal PUBLIC HEARING There was no Public Hearing. UNFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Resolution 2011-017 honoring the life and legacy of Councilmember Scott Solla Marilyn Oertle moved to approve Resolution 2011-017 honoring the life and legacy of Councilmember Scott Solla, and Chris Razor seconded the motion which passed with a unanimous vote. Resolution Adopting 6-Year Transportation Improvement Plan ATTACHMENT C Public Works Director Jim Kelly spoke to the Resolution Adopting the Six Year Transportation Improvement Plan. Dick Butner moved to approve the resolution adopting the 2012 Six Year Transportation Plan Marilyn Oertle seconded the motion that passed with a unanimous vote. Authorization for the Mayor to Accept the FFA Grant or Grants ATTACHMENT D Airport Manager Rob Putnam briefly addressed the FAA grant monies. He then answered Council questions. Linda Byrnes moved to authorize the Mayor to accept and sign the FFA Grant Offers. Marilyn Oertle seconded the motion that passed with a unanimous vote. Fire Station #46 Renovation Change Orders 3, 4, and 5 ATTACHMENT E Special Projects Manager Paul Ellis spoke to the requested Fire Station #46 Change Orders and he then answered Council questions. Sally Lien moved to authorize the Mayor to sign Change Orders 3, 4, and 5 in the amount of $36,960 for the Station #46 Renovation. Marilyn Oertle seconded the motion that passed with a unanimous vote. ADMINISTRATOR & STAFF REPORTS Allen Johnson distributed and then spoke to the Washington Aerospace Partnership request. Discussion followed. There was unanimous Council support of the request. City Attorney Steve Peiffle distributed to the Council a memo regarding the process of filling a vacant Council seat. MAYOR'S REPORT Mayor Larson was not present, thus no report was given. COUNCIL MEMBER REPORTS — OPTIONAL Sally Lien, Marilyn Oertle, and Linda Byrnes gave brief reports while Dick Butner, Chris Raezer and Steve Baker had nothing to report at this time.
