Mayor Larson called the meeting to order at 7:OOPM.
Marilyn Oertle moved to approve the Agenda, and Sally Lien seconded the motion, which passed with a
unanimous vote approving the Workshop Agenda.
6-Year Transportation Improvement Plan Resolution
Public Works Director Jim Kelly stated that a 6-year TIP must be filed every year. He then addressed
Council comments and questions.
Economic Development Update
Community Development Director David Kuhl, Economic Development Manager Vic Ericson and Special
Projects Manager Paul Ellis reviewed and discussed some of ongoing and/or potential development sites
and businesses, annexations, and events that have happened or are slated for Arlington. With Vic's
exodus from the City, he talked about the transition that has been set up to gradually distribute his work
load in the City.
Proposed Amendments to Title 20, Land Use Code
David Kuhl and Associate Planner Todd Hall reviewed some of the proposed changes to Title 20.
Throughout the presentation Mr. Hall answered Council questions.
Arlington-Smokey Point Manufacturing/Industrial Center (MIC) Background Information &
Proposed Work Plan
With the use of a power point presentation David Kuhl and Todd Hall presented and discussed updated
information on the proposed Manufacturing Industrial Center. Throughout the presentation they
answered Council questions.
Fire Station #46 Renovation Change Orders 3, 4 and 5
Paul Ellis reviewed the requested close-out change orders which are still within budget. Discussion
followed.
Shoreline Master Plan Comments from DOE
Natural Resources Manager Bill Blake reviewed the Shoreline Master Plan comments as received from
the Development of Ecology. He then answered Council questions.

(10 min) Marysville Jail ILA & 7th Amendment
Police Chief Nelson Beazley addressed the change in the ILA with Marysville and then answered Council
questions.
