In the absence of Mayor Larson, Mayor Pro Tern Steve Baker called the meeting to order at 7:OOPM, and
the pledge of allegiance to the flag followed.
APPROVAL OF THE AGENDA
Marilyn Oertle moved to approve the Agenda. Sally Lien seconded the motion which passed with a
unanimous vote.
PUBLIC COMMENT
Eyleen McClusky-Shouman, 7607 West Country Club Drive, Arlington and Dale Ostrander, 18132
Woodbine Drive, Arlington spoke against the golf cart Ordinance
Ron Swirtz, 450 East Burke, Arlington, asked if golf carts would be acceptable in downtown Arlington
and requested the Council look into this situation.
Jack Shouman, 7607 West Country Club Drive, Arlington, spoke against having seat belts in golf
carts, and he was against the golf cart zone.
CONSENT AGENDA
Marilyn Oertle moved and Scott Solla seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the August 1 and 8, 2011 meetings
2. Accounts Payable
Electronic Payments and Claims Checks #74292 through #74433 dated August 1, 2011
through August 15, 2011 in the amount of $316,744.60
3. Selection of Councilmember Sally Lien for City's Unified Board of Trustees
for Volunteer Firefighters and Police Reserve Officers
PUBLIC HEARING
6-Year Transportation Improvement Plan
With the use of an overhead presentation Public Works Director Jim Kelly addressed the annual
Transportation Improvement Plan. He reviewed each item on the 2011 — 2017 TIP Project List.
The Public Hearing was opened at 7:32PM.

Linda Snyder, 3922 174th Place, Arlington, spoke regarding the proposed 173rd Street, stating that she
and others are against construction of that road and asked that it not be included in the Plan.
The Public Hearing was closed at 7:37PM.
Mr. Kelly then answered Council questions.
No action was requested or taken.
UNFINISHED BUSINESS
There was no Unfinished Business.
NEW BUSINESS
Eagle Sculpture Donation
Special Projects Manager Paul Ellis spoke to the public art which has been donated by the Arlington Art
Council. This year the requested donation is a life-sized bronze eagle.
Marilyn Oertle moved to accept the donation of a life sized bronze eagle from the Arlington Arts Council
that would be placed on the northeast corner of City Hall, looking down Olympic Avenue. Sally Lien
seconded the motion that passed with a unanimous vote.
Ordinance Moratorium Regarding Medical Marijuana Collective Gardens
Police Chief Nelson Beazley addressed the Moratorium.
Sally Lien moved to approve the Ordinance to adopt a moratorium on the establishment of medical
cannabis dispensaries and collective gardens and the licensing and permitting thereof. Marilyn Oertle
seconded the motion that passed with a unanimous vote.
Ordinance - Golf Cart Zone
City Administrator Allen Johnson spoke to the request for an Ordinance regarding a Golf Cart Zone giving
a history of actions taken since the request, and he asked that the Ordinance be tabled for further
Gleneagle Homeowner consideration, as well as further City study on public safety issues.
Chuck McKinney, 18522 Woodbine, Arlington, President of the Gleneagle Homeowners Association,
addressed the Council, stating that he is in favor of having a golf cart community (zone), as are a large
number of Gleneagle residents. Chief Beazley then noted that without the establishment of a golf cart
zone, it is illegal to operate a golf cart on a roadway, as per the state legislature. A lengthy discussion
followed.
Walt Riebe (360 435 7020) voiced concerns about the City's ability to enforce the Ordinance.
City Attorney Steve Peiffle also spoke to the issue of golf cart zones, noting it is up to each jurisdiction to
create golf cart zones. He then quoted those who are well versed in the creation of and golf cart laws and
zones, and Mr. Peiffle's stated that it would be a problem to drive a golf cart on a roadway.
Eyleen Shooman again spoke regarding golf carts and rules of the road. Chief Beazley stated that golf
carts on the road would be ticketed as an unlicensed vehicle.
Mr. McKinney Chief Beazley, Mr. Shouman, the Council, and Mr. Peiffle continued the discussion and
questions.
Ron Swirtz, 450 East Burke, Arlington, speaking about golf carts within the city, asked his question
again. He was told that this is a separate issue.
Marilyn Oertle moved to approve the proposed Ordinance adding a new Chapter 10.88 to the Arlington
Municipal Code creating a golf cart zone within the city limits of the City of Arlington and authorizing the

use of golf carts (or similar vehicles) on certain public property within the City of Arlington. Linda Byrnes
seconded the motion that passed with a unanimous vote.
Adoption of Resolution for Surplus Equipment & Vehicles
Public Works Director Jim Kelly noted the surplus equipment, no longer needed that Public Works would
like to surplus.
Dick Butner moved to adopt the Resolution declaring the utility department equipment attached to this
Council Agenda Bill as surplus, excluding the listed 1999 Ford, and authorize staff to proceed with the
sale of surplus equipment to the public. Sally Lien seconded the motion that passed with a unanimous
vote.
Ordinance adopting Amendments to Water Comp Plan
Mr. Kelly briefly addressed the Water Comprehensive Plan
Dick Butner moved to approve an Ordinance adopting updates to the 2010 Arlington Water System
Comprehensive Plan. Marilyn Oertle seconded the motion that passed with a unanimous vote.
INFORMATION
Mr. Johnson stated that the Council would find important information in the Yellow Pages.
MAYOR'S REPORT
Mayor Larson was not present to give a report.
COUNCIL MEMBER REPORTS — OPTIONAL
Marilyn Oertle, Steve Baker, and Linda Byrnes gave brief reports, while Dick Butner, Sally Lien, Chris
Raezer, and Scott Solla had nothing to report at this time.
EXECUTIVE SESSION
Mr. Peiffle stated that there was no need for an Executive Session.
