HomeMy WebLinkAboutSigned Minutes 06-27-11Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street June 27, 2011 Dick Butner, Sally Lien, Scott Solla, Marilyn Oertle, Chris Raezer, Linda Byrnes, Steve Baker, Mayor Larson, Allen Johnson, Kristin Banfield, Jim Chase, Jim Kelly, Eric Scott, Cristy Brubaker, Paul Ellis, Jan Bauer, and Steve Peiffle — City Attorney Council Members Absent: There were no Council members absent. Also Known to be Present: Neil Knutson, Jim Rankin, Ken Klein, and Sarah Arney — North County Outlook Mayor Larson called the meeting to order at 7:OOPM, and she stated that there would be a 30 minute Executive Session at the conclusion of the workshop with no action to be taken during or after the Session. The pledge of allegiance to the flag followed. Steve Baker moved to approve the Agenda, and Sally Lien seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN AMC 12.52 — Grading Permits (Ordinance) & Grading Fees (Fee Resolution) Public Works Director Jim Kelly discussed the revision of the Grading Ordinance and issues that Council had expressed at a previous review time, and he then answered Council questions. Mr. Kelly asked to have the Ordinance move forward and that he return with additional grading fees information. Additional discussion followed where Mr. Kelly answered Council questions. Washington — Lenore Waterline Bid Results Mr. Kelly distributed the bid results for the Lenore Waterline, and he then addressed aspects of the project, also answering Council questions throughout. 67th Ave Amenities With the use of a power point presentation Mr. Kelly spoke to the 5 block options for colors and shapes available for the proposed 67th Avenue retaining wall. Throughout the presentation Mr. Kelly addressed Council questions and concerns. A Council choice is required for the final construction block package decision, and the Council was asked to observe area retaining walls; also samples can be made available by Mr. Kelly for Council consideration at an upcoming Workshop meeting. EMS Fee Write -Offs and Collections Finance Director Jim Chase addressed the uncollected EMS transport fees. He asked that Council approve the pursuit of a services agreement with a collection agency for the collection of outstanding amounts which are due to the City. Mr. Chase then answered Council questions, and discussion followed. AMC 8.17.010 — Other Livestock Assistant City Administrator Kristin Banfield addressed 'other livestock'. Councilman Baker voiced concern with this action in regards to keeping livestock. Applying a grandfathering provision for the Page 1 of 2 Minutes of the City of Arlington Citv Council Meetinq June 27, 2011 property land use was suggested and discussed. City Attorney Steve Peiffle also spoke to the issues of grandfathering. Discussion and clarification followed. This will again be discussed by the Council at a future Workshop. Results of 2011 WCIA Audit City Administrator Allen Johnson spoke to the results from the recent 2011 WCIA Audit reviewing particular items with the Council. Miscellaneous Council items A Cities and Towns meeting on July 21 in Marysville will include the speaker Mr. Washburn who has quite an extensive aerospace background. Mr. Johnson urged Council members to attend. Executive Session At 8:18PM the Council adjourned into a 30-minute executive session with a 5 minute break beforehand for the purpose of pending or potential litigation [RCW 42.30.110(1)(i) and to review collective bargaining negotiations, grievances, or discussions regarding the interpretation or application of a labor agreement [RCW 42.30.140(4)], with no action to be taken during or after the Session.
