HomeMy WebLinkAboutSigned Minutes 06-20-11e Minutes of the Arlington City Council Meeting Council Chambers 110 East Third June 20, 2011 City Council Members Present by Roll Call: Dick Butner, Sally Lien, Scott Solla (via telephone), Marilyn Oertle, Chris Raezer, Linda Byrnes, and Steve Baker Council Members Absent: There were no Council members absent. City Staff Present: Mayor Larson, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Rob Putnam, David Kuhl, Cristy Brubaker, Sherri Phelps, Jan Bauer, and Steve Peiffle — City Attorney Also Known to be Present: Neil Knutson, Mike Hopson, Ken Klein and Kari Ilonummi Mayor Larson called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Steve Baker moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Chuck Morrison, Red Cross Mr. Morrison was not available; however Mayor Larson gave a brief report. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Steve Baker moved and Marilyn Oertle seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the June 6 and 13, 2011 meetings 2. Accounts Payable Electronic Payments and Claims Checks #73743 through #73904 dated June 7, 2011 through June 20, 2011 in the amount of $489,172.08 3. Ordinance effecting the Thompson Annexation effective on July 8, 2011 4. Ordinance effecting the Hilltop Sports Annexation effective on July 8, 2011 PUBLIC HEARING Ordinance Adopting New Sections in AMC 20.96 Regarding the Process for Adopting an Annual Comprehensive Plan Docket by the City Community Development Director David Kuhl reviewed the Ordinance. He noted that this has been approved by the Planning Commission. Page 1 of 3 Minutes of the City of Arlington City Council Meetinq June 20, 2011 At 7:05PM the Public Hearing was opened and with no one wishing to speak, the Public Hearing was immediately closed. Steve Baker moved to adopt the ordinance approving the amendments to AMC 20.96 Amendments (PLN20110023) as presented by Community Development staff and recommended for approval by the Planning Commission. Marilyn Oertle seconded the motion that passed with a unanimous vote. UNFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Approval of Contract for 2011 Airport Roofing Projects Airport Manager Rob Putnam gave a brief description of the building needing to be roofed. He also addressed the bids which had been received. Mr. Putnam asked for Council approval and then answered Council questions. Linda Byrnes moved to approve a total project amount not to exceed $73,172 for the 2011 Airport Roofing Project to include an initial contract with OK Roofing, Inc. for the amount of $69,687.54. Dick Butner seconded the motion that passed with a unanimous vote. Authorizing the Mayor to Sign an MOU with the Employee Representation Board City Administrator Allen Johnson spoke to the Memorandum of Understanding with the Employee Representation Board. He asked for Council approval. Steve Baker moved to authorize the Mayor to sign the Memorandum of Understanding with the Employee Representation Board. Sally Lien seconded the motion that passed with a unanimous vote. Ordinance - Revisions to Various Sections of AMC Title 9 as Requested by City Prosecutor Assistant City Administrator Kristin Banfield gave a brief history of the Ordinance and then asked for Council approval. Sally Lien moved to approve the proposed Ordinance amending AMC Title 9 as requested by the City's prosecutor. Marilyn Oertle seconded the motion that passed with a unanimous vote. Ordinance - Adding a New Chapter to AMC Title 2 — Volunteer Firefighters' and Reserve Police Officers' Relief and Compensation Fund Kristin Banfield addressed the slightly revised Ordinance distributed this evening. She then answered Council questions. Sally Lien moved to approve the proposed Ordinance adding a new Chapter 2.108 to the Arlington Municipal Code to form a local Board of Volunteer Firefighters and Reserve Officers. Marilyn Oertle seconded the motion that passed with a unanimous vote. Ordinance — Adding a New Chapter to AMC Title 2 -- Public Records Index Ms. Banfield briefly described the new AMC Chapter. She then addressed Council questions. Steve Baker moved to approve the proposed ordinance adding a new Chapter 2.112 to the Arlington Municipal Code to declare the development and maintenance of an index of all city Page 2 of 3 Minutes of the City of Arlington City Council Meeting June 20 2011 records as unduly burdensome. Marilyn Oertle seconded the motion that passed with a unanimous vote. Ordinance Amending AMC Chanter 8.17 Regarding Chicken & Bee Keeping Regulations Ms. Banfield noted some of the amendments that have been made to the existing regulations. She then answered Council questions and discussion followed. Linda Byrnes moved to table Ordinance Amending AMC Chapter 8.17 to the next Council Workshop. Sally Lien seconded the motion which passed with a unanimous vote. INFORMATION Allen Johnson reminded Council of the mini -retreat this Friday at 1:OOPM. MAYOR'S REPORT Mayor Larson gave a brief report of her recent activities. COUNCIL MEMBER REPORTS — OPTIONAL Dick Butner, Sally Lien, Marilyn Oertle, Chris Raezer, Linda Byrnes, and Steve Baker gave brief reports, while Scott Solla had nothing to report at this time. EXECUTIVE SESSION City Attorney Steve Peiffle announced that there would be no need for an Executive Session. He also noted that the Council will again address meeting attendance via phone.
