Also Known to be Present: Walt Reibe Mayor Larson called the meeting to order at TOOPM. Mar4ilyln Oertle moved to approve the Agenda, and Sally Lien seconded the motion, which passed with a unanimous vote approving the Workshop Agenda. WORKSHOP ITEMS — NO FINAL ACTION WAS TAKEN Snohomish County Tourism Bureau Annual Update — Amy Spain Amy Spain Executive Director of the Snohomish County Tourism Bureau distributed the Snohomish County Tourism Bureau 2010 Annual Report, along with a Tourism Bureau packet. She addressed programs and information regarding tourism, and also spoke to the recent announcement of the State Tourism Office closure, effective July 1, 2011, addressing the proposed changes which would be made as a result of the closure. At the conclusion of her presentation Ms. Spain answered Council questions. WWTP Change Order #9 Public Works Director Jim Kelly addressed this Change Order, stating that this most likely would be the last requested. He reviewed previous change orders and their total dollar amouonts which are less than '/z of 1 % of the original contract value. He then answered Council questions. 2011 Slurry Seal Project - bid opening April 28 Mr. Kelly noted Thursday's bid opening with a final conclusion most likely ready by Monday. Authority for Mayor to sign $195K DOE Grant Agreement Mr. Kelly noted the grant recently received by the City to help fund construction of the Old Town Stormwater Wetland. He, along with Kris Wallace, then addressed the project and answered Council questions. Utility Administration Building Mr. Kelly, along with Capital Projects Manager Paul Ellis, gave a power point presentation with the request to purchase a modular building for use as the Utility Administration Building. Implications involve the close proximity to Haller Park and the building's proposed use for community events, as well as other uses. Throughout the presentation Mr. Kelly and Mr. Ellis answered several Council questions. Mr. Kelly also spoke to the project cost. Page 1 of 2 Minutes of the City of Arlington City Council Meeting Aril 25 2011 Fire Station 46 Change Orders #1 & 2 Mr. Ellis gave an update on the Fire Station Renovation, noting that the construction is about two weeks behind schedule because of the weather. He explained the first two requested change orders and answered Council questions. Janitorial Contract Mr. Ellis stated that under the direction of Kurt Patterson, our janitorial services have been rebid and evaluated, with SMS Janitorial services receiving the greatest score in the evaluation process and at a cost reduction to the City. Mr. Ellis then answered Council questions. Adopt -a -Park Presentation Mr. Ellis spoke to the Adopt -a -Park program which is aimed at groups and families who wish to help with park maintenance for a minimum of 2 days a year. The major park maintenance would still be performed by City maintenance crews. Discussion followed. Executive Session Assistant City Administrator Kristin Banfield announced the need for an Executive Session to review collective bargaining negotiations, grievances, or discussions regarding the interpretation or application of a labor agreement [RCW 42.30.140(4)] to last approximately 20 minutes, with no action to be taken before or after the meeting and with a 5-minute break beforehand.
