City Staff Present: Mayor Larson, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Police Chief Nelson Beazley, Jim Kelly, David Kuhl, Bill Blake, Cristy Brubaker, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Walt Riebe, Gale Fiege — Everett Herald, Sarah Arney — North County Outlook, Ron Thomas, Keri Ilonummi, Nola Smith, George Bolton, Mike Hobson, and Lisa Watkins Mayor Larson called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag followed. APPROVAL OF THE AGENDA Steve Baker moved to approve the Agenda. Sally Lien seconded the motion which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Special Presentation by Michael Prihoda, Executive Director, Arlington Smokey Point Chamber of Commerce From Arlington's Chamber of Commerce Mr. Michael Prihoda and board members announced Mayor Margaret Larson as the recipient of the 2011 Chamber of Commerce Citizen of the Year Award. Mr. Prihoda gave thumbnail information of Mayor Larson's lifetime community activities and then honored the Mayor with a plaque. PUBLIC COMMENT Kari Ilonummi came before the Council as a former candidate for a Council position, and addressed financial matters. He was asked to continue his information to a Council Workshop. Angie Donnelson, 4003 246th ST NE, Arlington, spoke to the proposed closure of the Helping Hands Service. CONSENT AGENDA Steve Baker moved and Sally Lien seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the February 22 and 28, 2011 meetings 2. Accounts Payable: Page 1 of 4 Minutes of the City of Arlington City Council Meeting March 7, 2011 EFT Payments and Claims Checks #72681 through #72791 .dated February 23, 2011 through March 7, 2011 in the amount of $892,226.32, and EFT Payments and Payroll Checks #27126 through #27151 for the period of February 1, 2011 through February 28, 2011 in the amount of $1,169,298.03 3. Authorization of the closure of the City Hall Parking Lot for an event on August 11-14, 2011 PUBLIC HEARING There was no Public Hearing UNFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Authorize the Mayor to Sign a Letter of Substantial Completion on the Arlington Waste Water Treatment Plant Public Works Director Jim Kelly provided information regarding Arlington's Waste Water Treatment Plant and a letter of that project's Substantial Completion. Mr. Kelly was praised for this accomplishment which takes place 3 months ahead of schedule and is under budget. Dick Butner moved to acknowledge IMCO General Contractors have achieved "Substantial Completion" on construction of the WETP Upgrade and Expansion Project and authorize the Mayor to sign a Letter of Substantial Completion to that effect. Scott Solla seconded the motion that passed with a unanimous vote. Approval of Ordinance Adding AMC 13.36 Regarding Pre -Treatment Assistant City Administrator noted the new chapter to the Arlington Municipal Code. She briefly described this update project. Scott Solla moved to approve the proposed Ordinance adding a new Arlington Municipal Code Chapter 13.36 regarding wastewater pretreatment. Dick Butner seconded the motion that passed with a unanimous vote. Arlington Valley Land Wetland Dedication Environmental Manager Bill Blake noted that this Dedication had been previously presented at a Workshop. He asked for Council acceptation of the dedication. Steve Baker moved to authorize the Mayor to sign a Boundary Line Adjustment accepting the dedication of an additional 26,000 sq/ft to be added to lot 9 that is already owned by the City. Sally Lien seconded the motion that passed with a unanimous vote. Approval of Resolution Adopting the 2011 Comp Plan Docket Community Services Director David Kuhl reviewed the seven items contained in the Docket. Mr. Kuhl then answered Council questions. Steve Baker moved to adopt the resolution approving the 2011 Comprehensive Plan Amendment Final Docket (PLN20110011). Sally Lien seconded the motion that passed with a unanimous vote. Page 2 of 4 Minutes of the City of Arlington City Council Meeting March 7. 2011 Authorizing the Mayor to Sign an Interlocal Agreement with Snohomish County for a Tourism Promotion Area Kristin Banfield briefly presented the Agreement to fund the promotion of tourism. Discussion followed with Chris Raezer noting his reluctance to support this because of the lack of a good exit agreement. Other Council members added their thoughts to the requested agreement and discussions held concerning this Agreement. Sally Lien moved to authorize the Mayor to sign the Interlocal Agreement authorizing the establishment of the Snohomish County Tourism Promotion Area. Dick Butner seconded the motion that passed with a majority vote, with a Chris Raezer and Linda Byrnes casting votes in opposition. Approval of a Resolution Adopting the 21011 Goals for the City Kristin Banfield asked for approval of the Resolution. Steve Baker moved to approve the proposed Resolution formally adopting the City's 2011 Goals and Priorities. Marilyn Oertle seconded the motion that passed with a unanimous vote. Approval of a Resolution Authorizing the Acceptance of Ammunition Donations from Walmart Police Chief Nelson Beazley requested acceptance of the Walmart donation of ammunition. He then answered Council questions. Sally Lien moved to approve the proposed Resolution to accept the donation of ammunition from Walmart on an ongoing basis. Dick Butner seconded the motion that passed with a unanimous vote. Authorizing the Mayor to Sign a Contract with Feldman & Lee for Public Defender Ms. Banfield addressed the request for Feldman & Lee public defender services. Sally Lien moved to authorize the Mayor to sign a contract with Feldman & Lee for public defender services. Scott Solla seconded the motion that passed with a unanimous vote. ADMINISTRATOR & STAFF REPORTS At the request of Allen Johnson, Police Chief Nelson Beazley gave details on the robbery at Island Crossing that resulted in television's Washington's Most Wanted honoring Officer Mike Phillips for his efforts. MAYOR'S REPORT Mayor Larson reported on events she had recently attended. COUNCIL MEMBER REPORTS Dick Butner, Sally Lien, Scott Solla, Marilyn Oertle, Chris Raezer, Linda Byrnes, and Steve Baker gave brief reports. EXECUTIVE SESSION Mr. Peiffle stated that there was no need for an Executive Session. ADJOURNMENT The meeting was adjourned at 8:03PM.
