City Council Workshop

Council Members Absent: There were no Council members absent.

Mayor Larson called the meeting to order at 7:OOPM and the pledge of allegiance to the flag followed.
Steve Baker moved to approve the Agenda, and Sally Lien seconded the motion, which passed with a
unanimous vote approving the Workshop Agenda.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Tourism Promotion Area Interlocal
Amy Spain, Director of the Snohomish County Tourism Bureau, along with Andy Tift, Manager from
Holiday Inn Express at 881h St in Marysville, gave the hard copy review of a previously presented power
point presentation on the topic of the establishment and benefits of a Tourism Promotion Area.
Throughout the presentation Ms. Spain and Mr. Tift answered Council questions. This will be addressed
by the Council next week.
35th Street Discussion
With the use of a power point presentation Public Works Director Jim Kelly distributed the traffic study and
concerns of 35th Street residents, and spoke to the traffic situation, background, location of the subject
area, and the suggested answers to the through -traffic problem. Throughout the presentation Mr. Kelly
and City Engineer Eric Scott answered questions. There was extended discussion on the issue. A
follow-up traffic count will take place in February. Mr. Kelly will also follow up with answers to questions
Addendum #1 to Waste Management NW Contract
Mr. Jim Kelly addressed the Amendment to Waste Management and addressed a change in the
document that has occurred. The Council had no questions.
Water/Wastewater Treatment Plant Security System
Mr. Kelly noted a required vulnerability study that had been done in the past with no subsequent action
that had been taken. There is now action that will be taken regarding a proposed security system which
would be integrated with our IT system. Throughout the presentation Mr. Kelly answered Council
questions.
Gifford Sidewalk Project Close -Out
Mr. Kelly noted the project close-out.

Fourth Amendment to Interlocal Agreement for Municipal Court Services with the City of
Marysville
Assistant City Administrator Kristin Banfield addressed the Fourth Amendment to the Interlocal
Agreement between the City of Arlington and the City of Marysville. The Council asked questions of Ms.
Banfield.
Miscellaneous Council items
Chris Raezer announced a Relay for Life event planned for June 4 and 5 with hopes of participation by
the City Council.
