City Council Members Present by Roll Call: Dick Butner Sally Lien, Scott Solla, Marilyn
Oertle, Chris Raezer, Linda Byrnes, and Steve Baker
Council Members Absent: There were no Council members absent.
City Staff Present: Mayor Larson, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Chase, Jan
Bauer, Steve Peiffle — City Attorney
Also Known to be Present: Walt Riebe, Barbara Tolbert EMS Levy Chair, Sarah Arney —
North County Outlook, and Kirk Boxleitner — Arlington Times
Mayor Larson called the meeting to order at 7:OOPM, and the pledge of allegiance to the flag
followed.
APPROVAL OF THE AGENDA
Steve Baker moved to approve the Agenda. Sally Lien seconded the motion which passed with
a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Scoutmaster Jeff Swanson, Boy Scouts of America, introduced the scouts in attendance and
explained that they are attending the meeting because they are working on a Citizenship in the
Community Merit Badge.
PUBLIC COMMENT
There was no one in the audience who wished to speak to matters not on the Agenda.
CONSENT AGENDA
Steve Baker moved and Sally Lien seconded the motion to approve the Consent Agenda which
unanimously passed to approve the following Consent Agenda items:
1. Minutes of the December 20, 2010 meeting
2. Accounts Payable
Approval of Electronic Payments and Claims Checks #72021 through #72158 dated
December 21, 2010 through December 30, 2010 in the amount of $640,874.57, and
Approval of Payroll Checks #26987 through #27016 and Electronic Payments #128317
through #128565 for the period of December 1, 2010 through December 31, 2010 in
the amount of $1,164,906.93
3. Appointment of Barbara Butner to the Cemetery Board to fill an unexpired term to April
1, 2014.

UNFINISHED BUSINESS
There was no Unfinished Business.
NEW BUSINESS
Authorization to Apply for Three City of Arlington Tourism/Economic Development
Grants for the 2011 Grant Application: Summer Outdoor Recreation Events, Legion Park
Restroom Project, Kiosk for the Centennial Trail in Arlington
Assistant City Administrator Kristin Banfield and Assistant to the City Administrator for Special
Projects Paul Ellis noted the requests.
Paul Ellis briefly addressed the Legion Park Restroom Project, emphasizing the importance of
constructing the restrooms in light of impending Centennial Trail construction.
Marilyn Oertle moved and Chris Raezer seconded the motion to authorize all three grant
applications. The motion passed with a unanimous vote.
EMS Levv Resolution
Kristin Banfield briefly spoke to the requested Resolution stating that the final wording being
completed and asked that the motion contain "subject to the review and approval of the City
Attorney".
City Attorney Steve Peiffle then explained the need for wording accuracy within the Resolution.
He briefly reviewed the Resolution changes.
Ms. Banfield gave a brief review of the Resolution history and requested Council approval.
Sally Lien moved and Dick Butner seconded approval of the proposed resolution to place
before the voters the establishment of a permanent Emergency Medical Services (EMS) Levy at
the 4/26/2011 Special Election, subject to the approval of the City Attorney. The motion passed
with a unanimous vote.
Kristin Banfield stated that January 31 and February 3 are the possible meeting nights for the
City Council - County Council meeting. January 31 was selected as the preferred date.
DISCUSSION ITEMS
The Council retreat will take place this Saturday.
MAYOR'S REPORT
Mayor Larson had nothing to report.
COUNCIL MEMBER REPORTS — OPTIONAL
Sally Lien, Linda Byrnes, and Steve Baker gave brief reports while Dick Butner, Scott Solla,
Marilyn Oertle, and Chris Raezer had nothing to report at this time.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:25PM.
