HomeMy WebLinkAboutSigned Minutes 02-04-0841 Minutes of the Arlington City Council Meeting Council Chambers 110 East Third February 4, 2008 City Council Members Present by Roll Call: Dick Butner, Sally Lien, Graham Smith, Marilyn Oertle, Chris Raezer, Scott Solna, and Steve Baker Council Members Absent: There were no Councilmernbers absent. City Staff Present: Allen Johnson, Kristin Banfield, Kathy Peterson, Len Olive, John Gray, Cristy Brubaker, Paul Ellis, Terry Marsh, Sherri Amundson, Jan Bauer, Steve Peiffle — City Attorney Also Known to be Present: Virginia Hatch, Bea Randall, and Sarah Arney Mayor Larson called the meeting to order at 7:OOPM, and the pledge of allegiance followed fed by the Arlington Baptist Church Kids for Truth Club. Pastor Joel Christianson introduced the 8 students involved in the Club. APPROVAL OF THE AGENDA There was a motion by Marilyn Oertle and seconded by Chris Raezer t.o approve the Revised Agenda. The motion passed with a unanimous vote. PUBLIC COMMENT No one in the audience wished to speak on items not on the agenda. CONSENT AGENDA There was a motion by Marilyn following consent agenda items: 1. Minutes of the Janua 2. Accounts Payable Oertle, seconded by Sally Lien, and unanimously carried to approve the ry 22, 2008 meeting Claims Checks #52139 through #52297 in the amount of $773,223.24 and Payroll Checks # 24268 through #24316 in the amount of $1,161,742.37 3. Amendment to Employment Contract for L. Olive 4. Council Chairs for 2008 PUBLIC HEARING Continuation of Public hearing Whidbey Island Bank Street Assessment Reimbursement Area The Whidbey Island Band has withdrawn their request for a recovery agreement. City Attorney Peiffle explained the withdrawal. UNFINISHED BUSINESS There was no Unfinished Business. NEW BUSINESS Appointment Councilmember Marilyn Oertle to PSRC Transportation Enhancements Committee (TEC).reoresentina Snohomish Count Mayor Larson addressed the Transportation Enhancements Committee to which Councilperson Oertle has been proposed for appointment. Page 1 of 2 Minutes of the.alty of Arlinqton Cit Council Meetin Februar 4,2008 Scott Solla moved and Steve Baker seconded the motion to submit. the name of Councilmem Oertle to County Executive for appointment to the PSRC Transportation Enhan The motion was approved with a unanimous vote, Interlocal Agreement Joint Terrorism cement Comm Aber Marilyn ittee (TEC). Police Chief John Gray explained this task force agreement. He then answered Council questions. Sally Lien moved and Dick Butner seconded the motion to authorize the Mayor to sign the Interlocal Agreement. The motion was approved with a unanimous vote. 0 DISCUSSION ITEMS Legion Park Restrooms With the use of a power point presentation Capital Projects Manager Paul Ellis addressed the request to have public restrooms in Legion Park. He projected a picture Arlington's former train station, as a proposed design for a building, that could house public restrooms, a storage area, and an information center, included in his presentation was a suggested building floor plan. This is not a funded item but could continue forward with community support. Mr. Ellis then answered Council questions, and discussion followed, Graham Smith moved and Sally Lien seconded the motion to give support to th Park train station, which could include restrooms, a storage area, and an informs seconded the motion that was approved with a unanimous vote. e concept of a Legion Lion center, Sally Lien Paul Ellis then updated the Council on items that had been previously discussed, and these included grass for Quake Park fields, Kent Prairie soccer/baseball fields, the Gateway Study by University of Washington students. Mr. Ellis also gave information on the location of a possible BMX Bicycle Track. MAYOR'S REPORT Mayor Larson gave an update of her recent activities ADMINISTRATOR 8 STAFF REPORTS City Administrator Allen Johnson gave a brief report. CITY COUNCIL COMMITTEE REPORTS Dick Butner, Sally Lien, Marilyn Oertle, Chris Rae*zer, and Steve Baker gave brief reports, while Graham Smith and Scott Solla had no report at this time. EXECUTIVE SESSION City Attorney announced that there would be no need for an Executive Session. Mayor Larson recognized Arlington High School student Nick Tezak who, as an eighth grader in 2004, organized a pally and march after the unfortunate cross -burning incident.
