Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Chris Raezer moved to approve the agenda. Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Snohomish County Emergency Management Interlocal Agreement (ILA)
Stormwater and Natural Resources Manager Bill Blake introduced a proposed Interlocal Agreement
between Snohomish County Emergency Management, Cities and Tribes. This agreement outlines
services and actions coordinated between the participating members. The City of Arlington has been
coordinating with Snohomish County Emergency Management for a number of years. This agreement will
be in effect for three years, January 2016 — December 2018. A discussion with council questions
followed.
Blue Marble Recyclinq Contract Amendment
Public Works Director Jim Kelly spoke regarding Amendment No. 1 to the existing Professional Services
Agreement (PSA) with Blue Marble Environmental to continue to provide waste management outreach
and educational support to Arlington's businesses, schools and citizens for the 2015-2017 biennium. The
City has been under contract with Blue Marble Environmental since 2006. Blue Marble has been focusing
on recycling with schools, businesses, and multi -family dwellings. A discussion with council questions
followed.
Discussion of the 2016 Budget
Finance Director Kristin Garcia spoke regarding the 2016 budget and general levy, as well as transferred
change to the capital projects proposed for the Airport in 2016. The Mayor's budget proposes no increase
to the City's general property tax rate. At last week's Council meeting, Councilmembers requested that
staff present all three options available to the Council in setting the 2016 property tax levy. In response to
this request, Kristin presented three options:
Option 1: No tax increase, preserve 1 % capacity for future use which equals $39,174.
Option 2: Increase tax levy by .251% which equals $9,832, preserve remaining capacity up to 1% for
future use.
Option 3: Increase tax levy by 1% which equals $39,174, no capacity to preserve. A discussion with
council questions followed.

Executive Session
City Attorney Steve Peiffle indicated a need for an executive session for approximately 20 minutes to
discuss pending or potential litigation under RCW 42.30.110(1)(i) and to review collective bargaining
negotiations, grievances, or discussions regarding the interpretation or application of a labor agreement
[RCW 42.30.140(4)]
7:28 Council recessed.
7:50 The City Attorney notified the minute taker that City Council requested an additional five to ten
minutes of Executive Session.
8:01 Council reconvened.
