City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Kristin Garcia, Chris Young, Bill Blake, Jim Kelly, Kris Wallace, Bruce Stedman, Jonathan Ventura, Sheri Amundson, Deana Dean, and Steve Peiffle — City Attorney Also Known to be Present: Bob Nelson, Craig Christianson, Kirk Boxleitner, Mike Hopson, and Cristy Brubaker Mayor Tolbert called the meeting to order at 7:00 p.m. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATION PUBLIC COMMENT None. CONSENT AGENDA Chris Raezer moved and Debora Nelson seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the October 5 and October 12, 2015 Council Meetings 2. Accounts Payable: EFT Payments & Claims Checks #85570 through #85683 dated October 6, 2015 through October 19, 2015 in the amount of $865,984.11. PUBLIC HEARING Finance Director Kristin Garcia reviewed by PowerPoint the 2016 Budget. City Administrator Paul Ellis clarified the Public Safety Director position. Public Hearing opened at 7:09:50. No one wishing to speak, the public hearing portion was closed at 7:10:02. Council questions were opened at 7:10:05. Hearing closed at 7:13:55. Kristin Garcia reviewed by PowerPoint the 2016 Proposed General Fund & EMS Property Tax Levies. Public Hearing opened at 7:16:51. With no one wishing to speak, the public hearing portion was closed at 7:17:01. Council questions were opened at 7:17:04. Hearing closed at 7:24:19. Page 1 of 3 Minutes of the City of Arlington City Council Meeting October 19. 2015 NEW BUSINESS Ordinance Amendment to AMC 20.64.210 Community and Economic Development Director Chris Young spoke to the editorial changes to Title 20, Section 20.64.210 Encroachments, is needed to be consistent with the regulatory flood plain law, 44 CFR 60.3 (c)(10) and our local floodplain ordinance. Marilyn Oertle moved and Chris Raezer seconded the motion to approve the proposed ordinance relating to land use and zoning; amending Section 20.64.210 of the Arlington Municipal Code. The motion was approved by a unanimous vote. Ordinance Amending Title to AMC Chapter 20.93-Environmentally Critical Areas: Editorial Change to AMC Chapter 20.88-Environmentally Critical Areas Chris Young requested council approve the amendments to Chapter 20.93 and Chapter 20.88 which are both titled "Environmentally Critical Areas." City Attorney Steve Peiffle noted a typographical error which will be corrected in the final draft of the ordinance. Marilyn Oertle moved and Jesica Stickles seconded the motion to adopt the ordinance amending the title to AMC Chapter 20.93, and direct staff to request correction of the editorial comment to AMC 20.88. The motion was approved by a unanimous vote. CPG Grant (Recycling) from Dept of Ecology for 2015-2017 Public Works Executive Assistant and Staff Accountant Kris Wallace requested council accept the Department of Ecology grant in the amount of $26,071.40, with a $6,517.85 match obligation by the City, to continue to fund the City's refuse and recycling program for fiscal years 2015-2017. Austin DeFreece moved and Chris Raezer seconded the motion to accept the Coordinated Prevention Grant offered by the Department of Ecology for fiscal year 2015 to 2017 and authorize the mayor to sign the grant agreement, pending final review by the City Attorney. The motion was approved by a unanimous vote. Ordinances updatinq Low Impact Development (LID) Standards and Codes Stormwater and Natural Resources Manager Bill Blake spoke briefly to the Low Impact Design Code (LID) updates which are required by the 2013 — 2018 NPDES Phase II Permit. Austin DeFreece moved and Debora Nelson seconded the motion to approve the ordinance amending the City of Arlington Development Design Guidelines and Central Business District Design Guidelines relating to Low Impact Development (LID) Standards. The motion was approved by a unanimous vote. Austin DeFreece moved and Randy Tendering seconded the motion to approve the ordinance amending Title 20 of the Arlington Municipal Code relating to Low Impact Development (LID) Standards. The motion was approved by a unanimous vote. Austin DeFreece moved and Chris Raezer seconded the motion to approve the ordinance amending Chapter 13.28 of the Arlington Municipal Code relating to Low Impact Development (LID) Standards. The motion was approved by a unanimous vote. Six Year Transportation Improvement Plan (TIP) Resolution Public Works Director Jim Kelly requested Council adopt the City's proposed Six Year Transportation Improvement Plan (TIP). Page 2 of 3 Minutes of the City of Arlington City Council Meeting October 19. 2015 Debora Nelson moved and Marilyn Oertle seconded the motion to approve the proposed resolution adopting the City of Arlington 2016-2021 Six Year Transportation Improvement Plan. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS None. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Austin DeFreece, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles and Randy Tendering gave brief reports. Mayor Tolbert stated she attended a meeting in Everett with Public Safety Director Stedman and other law enforcement officials regarding services for the homeless. Mayor Tolbert also commented on AWC's Legislative Agenda and suggested it be a topic of conversation at a future workshop. EXECUTIVE SESSION None.
