Councilmembers Present: Austin DeFreece, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora
Nelson, Jesica Stickles, and Randy Tendering.
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Kristin Garcia, Sheri Amundson, Chris
Young, Jim Kelly, Jonathan Ventura, Dave Ryan, Tom Cooper, Monica Schlagel, Wendy Van Der
Meersche, and City Attorney Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Jacob Kukuk, Mike Hopson, Sarah Arney, Kirk Boxleitner, Craig
Christianson, Cristy Brubaker, Al Aldrich, and John Sessions.
Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Mayor Pro Tem Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which
passed with a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Legislative Update
Al Aldrich from Strategies 360 provided a legislative update. He spoke regarding the Transportation
Package (widening SR 531 from 43rd Ave NE to 67t" NE), and the Capital Budget (funding for the Stilly
Valley Youth Project —Arlington Boys & Girls Club expansion and new/improved baseball fields,
Whitehorse Trail Development, and Darrington Skate Park). Bill 5761 was passed by legislature and
signed by Governor Inslee. A discussion with council questions followed.
Proposed Historic Aviation Campus at Paine Field
John Sessions from Historic Flight Foundation delivered a PowerPoint presentation and provided
handouts for councilmembers and staff, regarding a proposed historic aviation campus at Paine Field. He
requested a letter of support from the City of Arlington. A discussion with council questions followed.
1-502 2nd Quarter Report
Chris Young, Director of Community & Economic Development delivered a PowerPoint presentation of
the second quarter update of the 1-502 (Recreational Marijuana) Ordinance Cap. Council questions and
comments followed.
2014 Annual Report - Accounting Error
Kristin Garcia, Finance Director, spoke about an accounting error which occurred in 2014, where bond
fees were recorded incorrectly and then corrected. Council questions and comments followed.

June 2015 Financial Report
Kristin Garcia, Finance Director and Assistant Finance Director, Sheri Amundson reviewed by PowerPoint
the June 2015 Financial Report. Kristin provided a handout and reviewed the 2016 budget preparation
calendar, as well. She announced September 26 as the date of the fall retreat with City Council and
Senior Managers. A discussion with council questions followed.
Library Board and Cemetery Board Appointments
Kristin Banfield, Director of HR & Communications, spoke regarding the appointment of Stephanie
Dickson to Library Board and Annette Patterson to Cemetery Board. Council comments followed.
Parking Ordinance
Jonathan Ventura, Deputy Police Chief, spoke regarding a proposed ordinance amending Arlington
Municipal Code Section 10.54.060 regarding parking fees. The proposal would clarify that parking tickets
are not criminal violations, create a new ticket approved by the court, and removing the parking fine from
the law. Council and questions followed.
Fee Resolution Update (tied to Parking Ordinance)
Kristin Banfield spoke regarding an update to the City's fee schedule. The fees included in the schedule
cover all departments in the city and address items not included in the Arlington Municipal Code. Staff is
recommending the inclusion of fees for parking tickets as well as public records requests in this update.

Miscellaneous Council Items
Paul Ellis, City Administrator, announced that Tuesday, August 4 will be National Night Out. In previous
years, senior staff members, public safety officials, and councilmembers visited participating
neighborhoods. He told councilmembers Wendy would email details.
