Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Public Safety Director Bruce Stedman introduced new Executive Assistant to the Director of Public Safety
Stephanie Shook to Council.
SWEARING IN
Public Safety Director Bruce Stedman introduced new Firefighter/EMTS's Matthew Urtz and Anna
Trenouth to Council. Matt and Anna were sworn in by City Attorney Steve Peiffle. Matt's badge was
pinned by his wife, Miranda. Anna's badge was pinned by her father, Roland.
Chief Stedman then introduced new Firefighter/Paramedic's Zachary Goodsell, Andrew Shannon, and
Kyle Drewry to Council. Zachary, Andrew and Kyle were sworn in by City Attorney Steve Peiffle.
Zachary's badge was pinned by his father, Captain Gordon Goodsell. Andrew's badge was pinned by his
mother, Cheryl Shannon. Kyle's badge was pinned by his step -father, Richard Milligan.
Chief Stedman then introduced new Police Officer Pendleton Cook to Council. Pen was sworn in by City
Attorney Steve Peiffle and his badge was pinned by his wife, Jill Cook.
All the new employees were welcomed by Mayor Barbara Tolbert and Council.

None.
PUBLIC COMMENT
Kari Ilonummi spoke in support of Mayor Barbara Tolbert and Councilmember Marilyn Oertle and wished
them both good luck in the coming election.
CONSENT AGENDA
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the following Consent Agenda
items:
1. Minutes of the July 6 and July 13, 2015 Council Meetings
2. Accounts Payable:
a. Corrected Approval of EFT Payments and Claims Checks #84787 through #84921 dated
June 16, 2015 through July 6, 2015 for $1,120,278.25. Approval of EFT Payments and
Payroll Checks #28401 through #28425 for the period of June 1, 2015 through June 30, 2015
for $1,160,263.82.
b. Approval of EFT Payments and Claim Checks #84922 through #85044 dated July 7, 2015
through July 20, 2015 for $781,394.28.
PUBLIC HEARING

NEW BUSINESS
Annual Application of Thermoplastic Traffic Markings
M&O Supervisor Jay Downing asked council to approve the contract with Stripe Rite, Inc. for the re-
application of approximately 10,676 linear feet of thermoplastic crosswalks, stop bars, and gore lines, and
14 other thermoplastic markings including, arrows and railroad crossing symbols. Two bids were
received, with Stripe Rite being the lowest.
Randy Tendering moved and Jesica Stickles seconded the motion to approve the contract with Stripe
Rite, Inc., and authorize the Mayor to sign it. The motion was approved by a unanimous vote.
TCPN Interlocal Agreement
Human Resource and Communications Director Kristin Banfield asked council to approve the ILA with
The Cooperative Purchasing Network for the purpose of utilizing the network's collaborative purchasing
power.
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the interlocal agreement with
The Cooperative Purchasing Network (TCPN) and the resolution approving the same and authorize the
Mayor to sign them. The motion was approved by a unanimous vote.
BuyBoard National Purchasing Cooperative Interlocal Agreement
Kristin Banfield asked council to approve the ILA with BuyBoard National Purchasing Cooperative for the
purpose of utilizing the network's collaborative purchasing power.

Chris Raezer moved and Marilyn Oertle seconded the motion to approve the interlocal agreement with
BuyBoard National Purchasing Cooperative and authorize the Mayor to sign it. The motion was approved
by a unanimous vote.
CERB Grant Agreement — Arlington Valley Road
Public Works Director Jim Kelly asked council to accept a $50,000.00 grant from the Community
Economic Revitalization Board (CERB) for the design of Arlington Valley Road. This matter was
previously brought before council for a resolution accepting the initial offer of financial aid. Today's
hearing is the final contract and grant agreement and requires the Mayor's signature.
Debora Nelson moved and Randy Tendering seconded the motion to accept the $50,000 grant from the
Community Economic Revitalization Board (CERB) to fund design of the Arlington Valley Road Project
and authorize the mayor to sign the contract, pending final review by the City Attorney. The motion was
approved by a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
None
MAYOR'S REPORT
Mayor Tolbert provided updates on Stilly Valley Economic Recovery and the Best Communities
competition.
COUNCIL MEMBER REPORTS
Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles and Randy Tendering gave
brief reports while Austin DeFreece had nothing to report at this time.
