Minutes of the Arlington
City Council Workshop
Councilmembers Present: Jan Schuette, Marilyn Oertle, Debora Nelson, Jesica Stickles, and Randy
Tendering
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Chris Young, Roxanne Guenzler,
Kristin Garcia, Jim Kelly, Kris Wallace, Tom Cooper, Maxine Jenft, Jeff Pitman, Deana Dean, and City
Attorney Steve Peiffle.
Council Members Absent: Chris Raezer
Also Known to be Present: Jacob Kukuk, Sarah Arney, Holly Sloan -Buchanan, Cristy Brubaker, and
Craig Christenson.
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Marilyn Oertle moved to approve the agenda. Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Library Boards Appointment
Kristin Banfield, Director of HR & Communications, spoke to the appointment of Dawn Boyden to the
Library Board to serve the remaining term of Ms. Schuller which expires April 2016. Council comments
followed.
Surplus Vehicles and Equipment
Kristin Banfield spoke to the proposed city owned items to be declared surplus and disposed of at
auction. Council questions and comments followed. Kristin noted that the information would be put in an
e-newsletter and on the city website and once the auction has closed, council would receive a report.
Street Closure for Skateboard Race event
Kristin Banfield spoke to the proposed street closure for the third annual skateboard race event. Council
comments followed.
Cemetery Tombstone Project
Public Works Director Jim Kelly spoke regarding the proposed reduction of fees and costs for the
tombstone project. Discussion followed.
Increase Finance Department Change Fund
Assistant Finance Director Roxanne Guenzler and Finance Director Kristin Garcia spoke to the request to
increase the Finance Department change fund from $250 to $500. This increase is due to a second
change drawer being added at the auditor's recommendation.

Bond Issuance — Fire Apparatus Financing
Roxanne Guenzler and Kristin Garcia spoke regarding the bond issuance for new fire apparatus and
noted a slight revision in the language reflecting the due dates changed to coincide with other debt
service dates the city has with Cashmere Bank.
May 2015 Financial Report
Roxanne Guenzler and Kristin Garcia reviewed the May 2015 financial report with council. Discussion
followed.
Miscellaneous Council Items
Councilmember Schuette reminded council of Roxanne Guenzler's retirement party on Friday June 26,
2015.
