HomeMy WebLinkAboutSigned Minutes 04-27-15V�r Y rre�r+ Council Chambers 110 East Third Street April 27, 2015 Minutes of the Arlington City Council Workshop Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering. Staff Present: Mayor Barb Tolbert, Paul Ellis, Kristin Banfield, Jonathan Ventura, Chris Young, Roxanne Guenzler, Sheri Amundson, Jim Kelly, Kris Wallace, Jay Downing, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Council Members Absent: None. Also Known to be Present: Jacob Kukuk, Kirk Boxleitner, Sarah Arney, Holly Sloan -Buchanan, Dennis Smith, Heather Logan, Barbara Davis, and Joshua Roundy. Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN: United Way One Year Report —Disaster Recovery Fund For Mudslide Relief Dennis Smith, President & CEO of United Way of Snohomish County, Barbara Davis, Vice President of Impact & Community of United Way of Snohomish County, and Heather Logan, Hospital Representative, Cascade Valley Hospital Foundation provided two handouts and an overview of their roles in administering financial aid following the Oso Mudslide. Council questions and comments followed. March 2015 Financial Report Interim Finance Director Roxanne Guenzler and Interim Assistant Finance Director Sheri Amundson reviewed by PowerPoint the March 2015 Financial Report. Roxanne answered council questions. Cabaret Licenses Community & Economic Development Director Chris Young reviewed by PowerPoint a staff request to delete Chapter 5.16 Titled "Cabarets" from the AMC. This chapter of the AMC is no longer needed since the regulation associated with a Cabaret is regulated by the Building Code and since the process is duplicated through the Business License. Council questions and comments followed. Proposed DUI Victim Memorial Sign Program Maintenance and Operations Supervisor Jay Downing presented a staff request to establish a DUI Victim Memorial Sign Program. The program would give families a way to remember loved ones lost at the fault of drunk drivers within our City limits as well as serve as a reminder to the public not to drink and drive. Miscellaneous Council Items City Administrator Paul Ellis provided councilmembers with two handouts regarding ordinances that will be brought before them next week. The first, an Ordinance Amending AMC 2 regarding the Citizens Salary Commission. The second, an Interim Ordinance Adopting an Emergency Moratorium on Recreational Vehicle Parks. Page 1 of 2 Minutes of the City of Arlinqton City Council Workshop April 27 2015 Councilmember Jan Schuette thanked staff for their presentation at the City Council and Senior Staff Retreat the past weekend in La Conner. Mayor Tolbert stated that staff comments earlier in the day at the Directors and Senior Managers meeting were very positive about council's participation at the retreat, as well.
