Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.

PUBLIC -COMMENT
CONSENT AGENDA
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the following Consent Agenda
items:
1. Minutes of the January 20th and 26th, 2015 Council Meetings
2. Accounts Payable: EFT Payments & Claims Checks #83723 through #83794 dated January 21,
2015 through February 2, 2015 for $244,684.21 and EFT Payments and Payroll checks #28285
through #28320 for the period of January 1, 2015 through January 31, 2015 for $1,143,534.15.

NEW BUSINESS
Strategies 360 Contract
City Administrator Paul Ellis spoke to the proposed contract with Strategies 360 for Lobbying Services for
2015.
Chris Raezer moved and Debora Nelson seconded the motion to approve the contract with Strategies
360 for Lobbying Services for 2015 and authorize the Mayor to sign it. The motion was approved by a
unanimous vote.

Interlocal Agreement (ILA) with Snohomish County for Annual pavement overlay contract
participation
Public Works Director Jim Kelly reviewed the proposed ILA with Snohomish County to perform asphalt
overlay paving work, including placement of hot mix asphalt, road grinding, traffic control, road
pulverization, and other paving related work. Brief discussion followed.
Debora Nelson moved and Jesica Stickles seconded the motion to approve the Interlocal Agency
Agreement with Snohomish County for the pavement overlay contract participation and authorize the
mayor to sign the agreement. The motion was approved by a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis thanked Council, staff, and City Attorney Steve Peiffle for attending last
Friday's Council Retreat. He also indicated that Jim Kelly and staff did an excellent job applying for the
Curb Grant which was approved for engineering and design of the Arlington Valley Road.
MAYOR'S REPORT
Mayor Tolbert stated she attended the Community Transit Open House and commented on how fortunate
the City of Arlington is to have such an active arts council. She also provided an update on Governor
Inslee's recent visit to Arlington regarding Hwy 531, a legislative update, and a capital funding update.
COUNCIL MEMBER REPORTS
Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles and Randy
Tendering gave brief reports.
EXECUTIVE SESSION
City Attorney Steve Peif le indicated the need for an Executive Session to discuss pending or potential
litigation [RCW 42.30.110(1)(i)] to last approximately 35 minutes.
7:24:37 Council in recess.
8:03:10 Council reconvened.
Chris Raezer moved and Dick Butner seconded the motion to authorize the city attorney to settle the
claim filed by the Wishart's on the terms recommended by the city's insurance pool.

With no further business to come before the Council, the meeting was adjourned at 8:04 p.m.
