Minutes of the Arlington
City Council Workshop
Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson,
Jesica Stickles, and Randy Tendering
Staff Present: Paul Ellis, Kristin Banfield, Roxanne Guenzler, Sheri Amundson, Chris Young, Jim Kelly,
Deana Dean, and City Attorney Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Kirk Boxleitner, Sue Weiss, Mike Hopson, and Sarah Arney
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS -- NO ACTION WAS TAKEN
Strategies 360 Contract
City Administrator Paul Ellis spoke to the proposed contract with Strategies 360 for Lobbying Services for
2015. Discussion followed with Paul answering Council questions.
Draft Financial Process Study
Paul Ellis reviewed the preliminary findings of Business Fission who was contracted to analyze financial
processes and evaluate how the City departments interact internally. Brief discussion followed with Paul
and Mayor Tolbert answering Council questions.
Interlocal Agreement (ILA) with Snohomish County for Annual pavement overlay contract
participation
Public Works Director Jim Kelly reviewed the proposed ILA with Snohomish County to perform asphalt
overlay paving work, including placement of hot mix asphalt, road grinding, traffic control, road
pulverization, and other paving related work. Council questions and comments followed.
2014 Year-end financial reports
Interim Finance Director Roxanne Guenzler and Staff Accountant Sheri Amundson reviewed by
PowerPoint the 2014 year-end financial reports. Discussion followed.
Miscellaneous Council Items
Councilmember Schuette noted the Community Transit Dedication is this Saturday January 31, 2015 at
10:30 a.m. and the Coaches vs Cancer game is this Friday January 30, 2015 at Arlington High School.
Paul noted that the Council retreat is this Friday January 30, 2015 at 5:30 p.m. at Medallion Hotel; dinner
is at 6:30 p.m.
