Council Members Absent: None Also Known to be Present: Jacob Kukua, Bob Nelson, Terry Marsh, Kevin Duncan, Kirk Boxleitner, Sue Weiss, and Sarah Arney Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Ordinance rescinding utility rate increases for 2015 Public Works Director Jim Kelly reviewed the proposed ordinance with Council indicating there is not a need for utility increases this year. Council comments followed. Contract with FCS for detailed financial analysis of the Water and Sewer utilities connection fees and utility rates Jim Kelly spoke to the proposal from FCS Group for financial analysis which will evaluate the adequacy and appropriateness of Arlington's current rate schedules and connection fees. Doing so will ensure that the City has a connection fee and rate schedule that will provide both a viable financial future for the water and sewer utilities and a fair fee for our customers. Business & Towing License Amendments, AMC Title 5 Community & Economic Development Director Chris Young reviewed by PowerPoint the proposed changes to the business license and towing license ordinances. Chris and Police Commander Terry Quintrall answered council questions. AMC Title 16 Changes to the Plumbing Code Chris Young reviewed the proposed changes to the plumbing code which will provide another option for developers. Council questions followed. Creation of Deputy Chief position Public Safety Director Bruce Stedman reviewed the Deputy Police Chief position and answered council questions. Page 1 of 2 Minutes of the City of Arlinqton City Council Workshop January 12, 2015 Contract with Feldman & Lee for Indigent Defense Services Communications and Human Resource Director Kristin Banfield reviewed the proposed successor agreement with Feldman & Lee for public defender services covering the term from January 1, 2015 through December 31, 2016. Discussion followed with Kristin and City Attorney Steve Peiffle answering council questions. Professional Service Agreement for Finance Director Search Kristin Banfield spoke to the proposed professional service agreement with The Prothman Company to assist the City in the recruitment process of a Finance Director. Discussion followed with Kristin and City Administrator Paul Ellis answering council questions. Salary Commission Ordinance Kristin Banfield spoke to the proposed draft ordinance for a citizen salary review commission. Council comments followed. Miscellaneous Council Items Councilmember Stickles noted that the water treatment plant tour is scheduled for Friday January 30, 2015 at 9:30 a.m. Executive Session City Attorney Steve Peiffle spoke to the need for an executive session for approximately 20 minutes to discuss pending or potential litigation under RCW 42.30.110(1)(i). 7:56 Council recessed. 8:16 Council reconvened.
