Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue Weiss,
Jesica Stickles, and Marilyn Oertle
Council Members Absent: None
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Kristin Garcia, Sheri Amundson,
Jonathan Ventura, Jim Kelly, Kris Wallace, Kurt Patterson, Heather Logan, and City Attorney Steve
Peiffle.
Also Known to be Present: Carey & Cherry Watson, Julie Frauenholtz, Doug Buell, and Sarah Arney
Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Mayor Pro Tern Debora Nelson moved to approve the agenda; Chris Raezer seconded the motion, which
passed with a unanimous vote.
Introduction of Special Guests and Presentations
Heather Logan introduced Julie Frauenholtz, who spoke regarding a Health and Human Services Project
Proposal for the City of Arlington. Discussion followed with Julie and Heather answering questions.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Preliminary Budget Review and Proposed Property Tax and EMS Tax Levy
Finance Director Kristin Garcia gave a presentation on the 2017-2018 preliminary budget and 2017
property tax levy. Discussion followed with Kristin answering council questions.
Environmental Review for South Airport Business Park
City Administrator Paul Ellis spoke regarding a proposed contract with WH Pacific engineering firm to
complete an environmental review on the southernmost portion of the airport business park. Discussion
followed with Paul answering council questions.
Resolution Declaring Items as Surplus — Christmas Decorations
Central Purchasing Coordinator Kurt Patterson spoke regarding a Maintenance and Operations
department request adopt a resolution to surplus electrified holiday decorations (candles). Discussion
followed with Kurt answering council questions.
September Financial Report
Finance Director Kristin Garcia reviewed the September 2016 financial report. Discussion followed with
Kristin answering council questions.
Miscellaneous Council Items
None
Public Comment
Carey & Cherry Watson requested city assistance to address raised sidewalk panels due to tree roots in
the Heartland neighborhood. Paul answered questions regarding the sidewalk replacement program and
shared that the City would be meeting with the Heartland homeowners association in the near future.
