HomeMy WebLinkAboutSigned Minutes 10-17-16Minutes of the Arlington City Council Meeting Council Chambers 110 East Third October 17, 2016 City Council Members Present by Roll Call: Mike Hopson, Jan Schuette, Chris Raezer, Sue Weiss, Jesica Stickles, and Marilyn Oertle Council Members Absent: Debora Nelson (excused) City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Bruce Stedman, Dan Cone, Marc Hayes, Kristin Garcia, Deana Dean, and Steve Peiffle — City Attorney. Also Known to be Present: Maxine Jenft, Stephanie Shook, Nichika Sacha, Sam Johnston, Steve Daggett, Tom Cooper, Bob Beam, Paul Lizarraga, Zach Hanson, Sarah Arney, David Kraski, Craig Monson, Randy Sacha, Mayumi Sacha, Nich's girlfriend Janelle, Justin Honsowetz Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Councilmember Raezer moved to approve the Agenda. Councilmember Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Fire Chief Bruce Stedman introduced Nichika Sacha, newest member of the Arlington Fire Department. City Attorney Steve Peiffle swore Nich in as a Firefighter/Paramedic. Nich's mother performed the Badge Pinning. PROCLAMATIONS National Hospice and Palliative Care Month Proclamation read by Councilmember Raezer. Dorian King from Hospice of the Northwest Services spoke to the need for raised awareness of hospice. Friends of the Library Week Proclamation read by Councilmember Oertle. Cathy, head librarian, spoke to the membership drive and the services provided by the library. PUBLIC COMMENT Ronda Metcalf, candidate for State Representative of the 39th Legislative District, introduced herself and spoke about herself and her platform. CONSENT AGENDA Councilmember Raezer moved and Councilmember Oertle seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the October 3 and 10, 2016 Council Meetings 2. Accounts Payable: Approval of EFT Payments and Claims Check #89063 through #89200 dated October 4, 2016 through October 17, 2016 for $354,782.62. Approval of EFT Payments and Payroll Checks #29054 through #29070 dated September 1, 2016 through September 30, 2016 for $1,364,200.47. 3. Street closures for Pumpkin Roll and Santa Parade. NEW BUSINESS Request for Authorization to File Suit — Fralick Property Steve Peiffle requested authorization to commence litigation against Mr. Patrick Fralick to compel cleanup and for reimbursement of any expenses incurred by the City. Councilmember Stickles moved and Councilmember Weiss seconded the motion to authorize the City Attorney to file a lawsuit to compel the clean-up of the property of Patrick Fralick, located at 3728 176th PI NE, Arlington, WA. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis referenced the preliminary budget which was distributed this evening. COUNCIL MEMBER REPORTS Councilmembers Hopson, Schuette, Weiss, and Stickles gave brief reports while Councilmembers Raezer and Oertle had nothing to report at this time. MAYOR'S REPORT Mayor Barbara Tolbert commented on the pink badge worn by Deputy Chief Cone, ADAC's exceptional program, and publicly thanked the M&O, fire and police crews for their work in cleaning up the recent storm and keeping the community safe. She also commented on a special meeting she had with the North County Mayor's to discuss the Snohomish County Health District and its request to the cities. They will be drafting information back to the district including what they feel are the important initiatives and some suggestions for a scope of work for 2017.
