HomeMy WebLinkAboutSigned Minutes 10-03-16OQ Minutes of the Arlington City Council Meeting Council Chambers 110 East Third October 3, 2016 Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue Weiss, Jesica Stickles, and Marilyn Oertle Council Members Absent: None City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Heather Logan, Sarah Lopez, Jim Kelly, Kris Wallace, Sheri Amundson, Chris Young, Maxine Jenft, Wendy Van Der Meersche, and City Attorney Steve Peiffle. Also Known to be Present: Kirk Boxleitner, Will Nelson, and Zack Bailey. Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Mayor Pro Tern Debora Nelson moved to approve the agenda. Chris Raezer seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATIONS Proclamation for Fire Prevention Week (October 10-16) was read by Jesica Stickles. PUBLIC COMMENT None CONSENT AGENDA Debora Nelson moved and Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the September 19 and September 26, 2016 minutes 2. Accounts Payable Approval of EFT Payments and Claims Checks #88475 through #88499 dated September 20, 2016 through October 3, 2016 in the amount of $250,924.93. PUBLIC HEARING Public Works Director Jim Kelly spoke regarding the resolution to adopt the Six -Year Transportation Improvement Plan. 7:04:55 Public Hearing was opened. 7:05:56 No one wishing to speak, the Public Hearing portion was closed. 7:06:12 Council questions were opened. 7:07:09 Public Hearing was closed. Debora Nelson moved and Jan Schuette seconded the motion to approve the proposed resolution adopting the City of Arlington Transportation Improvement Plan for 2017-2022. The motion was approved by a unanimous vote. Page 1 of 3 Minutes of the City of Arlington City Council Meeting October 3. 2016 NEW BUSINESS Youth Council Appointments Communications and Recreation Manager Sarah Lopez and Weston High School Principal Will Nelson requested council confirm the appointment of seven students to the City of Arlington's newly created Arlington Youth Council. Twelve students were interviewed by Sarah and Will, and the following seven students were selected: Oliva Walker, Cole Cramer, Alec Villa, Zoe Tapper, Zach Bailey, Mikayla Beckley, and Morgan Bryson. Developing a Youth Council is Strategy 3.1 of the Arlington-Darrington Community Revitalization Plan in the America's Best Communities competition. Debora Nelson moved and Chris Raezer seconded the motion to confirm the appointments of Olivia Walker, Cole Cramer, Alec Villa, Zoe Tapper, Zack Bailey, Mikayla Beckley, and Morgan Bryson to the newly formed Arlington Youth Council. The motion was approved by a unanimous vote. Zack Bailey came forward and was affirmed by City Attorney Steve Peiffle. Zack's photo was taken, and he met staff, the Mayor, and councilmembers. Ordinance Amending Land Use Code of Arlington Municipal Code Chapter 20.90 Regarding Impact Fee Deferral Community & Economic Development Director Chris Young spoke about an amendment to the Arlington Municipal Code regarding impact fees, which would allow each applicant for a single-family residential construction permit to annually receive deferrals for the first twenty building permits issued by the City. The term of the impact fee deferral may not exceed 18-months and must be collected at final inspection of the single-family residence, until certificate of occupancy, or until the time of closing. The amendment is required by a new state law adopted in 2015. Brief discussion followed. Jesica Stickles moved and Chris Raezer seconded the motion to approve the proposed ordinance adopting a new Section 20.90.420 to the Arlington Municipal Code regarding a process for deferral of impact fees pursuant to ESB 5923. The motion was approved by a unanimous vote. Contract with Hellas for Quake Baseball Field Renovation Project Phase 1 Chris Young spoke regarding the draft contract with Hellas for Phase One of Quake Baseball Field Renovation Project. Mayor Tolbert announced the groundbreaking October 14 at 1 pm. Sue Weiss moved and Marilyn seconded the motion to approve the Quake Baseball Field Renovation project contract with Hellas Construction, Inc., and authorized the Mayor to sign it. The motion was approved by a unanimous vote. Ordinance Amending Arlington Municipal Code Chapter 2.04 Regarding Council Meetings Communications Manager/City Clerk Kristin Banfield spoke regarding a draft ordinance amending the Arlington Municipal Code Sections 2.04.020 and 2.04.050 relating to City Council Meetings. The change to AMC Section 2.04.020 formally cancels Council meetings on the second, third, and fourth Mondays in August, and the first week in September. Debora Nelson moved and Mike Hopson seconded the motion to approve the proposed ordinance amending the Arlington Municipal Code Sections 2.04.020 and 2.04.050 relating to City Council Meetings. The motion was approved by a unanimous vote. Page 2 of 3 Minutes of the City of Arlington City Council Meeting October 3. 2016 ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis thanked councilmembers for spending their Saturday at the Budget Retreat. There will be more budget information at next week's workshop. COUNCILMEMBER REPORTS and MAYOR'S REPORT Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Jesica Stickles, and Marilyn Oertle gave brief reports, while Sue Weiss had nothing to report at this time. Mayor Tolbert spoke about Puget Sound Regional Council (PSRC) meetings. EXECUTIVE SESSION City Attorney indicated a need for an Executive Session related to pending or potential litigation [RCW 42.30.110(1)(i)] estimating to take 30 minutes and that there would be no action following the executive session. 7:33:55 Council in recess. 8:08:20 Council reconvened.
