Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue Weiss,
Jesica Stickles, and Marilyn Oertle
Council Members Absent: None
City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Heather Logan, Kristin Garcia,
Sheri Amundson, Chris Young, Jim Kelly, Sarah Lopez, Dave Ryan, Jonathan Ventura, Bruce Stedman,
Dan Cone, Rory Bolter, Mark Pennington, Mike Phillips, Seth Kinney, Mark Wilde, Maxine Jenft, Wendy
Van Der Meersche, and City Attorney Steve Peiffle.
Also Known to be Present: Bruce Angell, Kirk Boxleitner, Sarah Cone and family, Angie Bolter and
family.
Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved to approve the agenda. Chris Raezer seconded the motion which
passed with a unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
SWEARING IN
Chief of Police Jonathan Ventura introduced Rory Bolter, who was sworn in as sergeant by City Attorney
Steve Peiffle. Rory's badge was pinned by his wife, Angie with their daughter, Abby.
Chief Ventura then introduced Dan Cone, who was sworn in as deputy chief of police by City Attorney
Steve Peiffle. Dan's badge was pinned by his wife, Sarah with their three children.
Chief Ventura announced that Kendahl Beecher has been released from field training and begins her
unsupervised patrol duties tonight.

There was no one in the audience who wished to speak.
CONSENT AGENDA
Debora Nelson moved and Chris Raezer seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following consent agenda items:
1. Minutes of the July 18 and July 25, 2016 City Council meetings
2. Accounts Payable: EFT Payments and Claims Check #88969 and #88015 through #88112 dated July
19, 2016 through August 1, 2016 in the amount of $292,592.38

3. Memorandum of Understanding with Department of Commerce
4. Airport Office Parking Lot Paving Project
5. Airport Beacon Painting and Lead Paint Removal Project
PUBLIC HEARING
None
NEW BUSINESS
Ordinance Amending AMC 20.40.010 & 20.08.101 — Permissible Use Table
Chris Young reviewed the proposed amendment differentiating between typical self -storage facilities and
the professional, more modern versions that could be beneficial as part of the mixed use concept and
provide a useful service in proximity of high -density residential developments. This agenda item was
brought before City Council previously at the July 11 workshop and July 18, 2016 meeting. At the July 18
meeting, City Attorney Steve Peiffle recommended item be tabled until tonight when all seven
councilmembers could be present.
Jesica Stickles moved and Chris Raezer seconded the motion to approve the ordinance amending
Chapter 20.40 & 20.08 of the AMC relating to Storage Facility Permissible Uses and Definitions. The
motion was approved, with Sue Weiss voting no.
Arlington Youth Council Proposal
Recreation and Communications Manager Sarah Lopez spoke regarding Strategy 3.1 of America's Best
Communities Arlington-Darrington Community Revitalization Plan, implementing a youth council. The
youth council would advise the Mayor and City Council in matters relating to and affecting youth in the
Arlington community.
Sue Weiss moved and Jesica Stickles seconded the motion to approve the ordinance establishing a City
of Arlington Youth Council and authorized the Mayor to sign the ordinance.
Draft Resolution between the City of Arlington and the City of Marysville
City Administrator Paul Ellis spoke regarding the proposal of a Resolution of Intent between the City of
Arlington and the City of Marysville to form a regional fire protection service authority planning committee,
which is the first step in forming a regional fire authority.
Marilyn Oertle moved and Jesica Stickles seconded the motion to approve the Resolution of Intent
between the City of Marysville and the City of Arlington and authorized the Mayor to sign the resolution.
ADMINISTRATOR & STAFF REPORTS
Paul Ellis spoke of tomorrow night's National Night Out event. There are 12 neighborhoods participating
this year. That number has doubled since last year. Mr. Ellis then introduced new Assistant City
Administrator Heather Logan.
Chief Ventura spoke briefly about the new Conversations with Cops program that begins Wednesday.
The police department has partnered with the Arlington-Smokey Point Chamber of Commerce to help
facilitate these conversations. The police will be invited into businesses to speak informally with citizens.
COUNCIL MEMBER REPORTS
Jan Schuette, Debora Nelson, Chris Raezer, Jesica Stickles, and Marilyn Oertle gave brief reports, while
Mike Hopson and Sue Weiss had nothing to report at this time.

MAYOR'S REPORT
Mayor Tolbert spoke briefly about Puget Sound Regional Council (PSRC) and the conditional
certifications they've presented to some comprehensive plans.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:41 p.m.
