Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson Chris Raezer, Jesica Stickles,
and Marilyn Oertle
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Chris Young, Jim Kelly, Marc Hayes,
Sheri Amundson, Eric Scott, Kris Wallace, Sarah Lopez, Tom Cooper, Jonathan Ventura, Rory Bolter,
Deana Dean, and City Attorney Steve Peiffle.
Council Members Absent: Sue Weiss (excused absence)
Also Known to be Present: Maxine Jenft, Sarah Arney, Kirk Boxleitner, Mike Britt, Bill Dietrich, Holly
Sloan -Buchanan, and Amy Spain.
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Debora Nelson moved to approve the agenda. Chris Raezer seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Snohomish County Tourism Bureau Annual Report
Amy Spain with Snohomish County Tourism provided a review of their annual report by PowerPoint
presentation.
Resolution -Work Plan for Conditions of Certification of the Comprehensive Plan Update
Community and Economic Development Director Chris Young spoke to the proposed adoption of a work
plan that will address the various inconsistencies relating to the 2015 Comprehensive Plan update as
outlined in the PSRC report. Council questions followed.
Property Tax Exemption Resolution
Chris Young spoke to the proposed resolution declaring certain areas as target areas for purposes of
property tax exemptions. Discussion followed.
Reject all Bids and Request Authorization to Rebid Haller Park Restroom/Shelter
Permit Center Manager Marc Hayes spoke to the bids received for the Haller Park Restroom/Shelter
indicating only one bid was received which was over budget. Brief discussion followed.
Dedication of Right of Way for 173rd Street
Marc Hayes spoke to the proposed conveyance of a strip of land known as "Biwer Property" for the
purpose of constructing a portion of 173rd St NE. Brief discussion followed.
Biosolids Hauling Contract
Public Works Director Jim Kelly spoke to the need to contract with a Department of Ecology licensed
contractor for the hauling and land application of biosolids and recommends Council accept the proposal
from Tenelco, Inc. Brief discussion followed.

2016 On -Call Construction Inspection Services
Jim Kelly spoke to the proposal to accept the proposal from Perteet, Inc. to provide on -call construction
inspection services for the 2016 City Pavement Preservation Projects. Discussion followed.
Street Closures for Annual Events
Recreation and Communications Manager Sarah Lopez reviewed the four proposed street closures for
the Color Vibe 5K, Show and Shine Car Show, July 4th Grand Parade, and the Arlington Street Fair. Mike
Britt, President of the Downtown Arlington Business Association, and Interim Fire Chief Tom Cooper
spoke regarding the proposed road closures for the car show. Discussion followed.
Police Department Re -Organization Phase II
Deputy Police Chief Jonathan Ventura spoke regarding the creation of a manager level position to
support executive and administration functions. Brief discussion followed.
Miscellaneous Council Items
Councilmember Stickles commented on the need to
expected number of attendees.
