HomeMy WebLinkAboutSigned Minutes 04-04-16Minutes of the Arlington CityCouncil Meeting g Council Chambers 110 East Third April 4, 2016 Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Jesica Stickles, and Marilyn Oertle Council Members Absent: Sue Weiss (excused absence) City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Jim Kelly, Kris Wallace, Eric Scott, Dallas Speed, Bill Cochinella, Mike Wolanek, Kristin Garcia, Jonathan Ventura, Wendy Van Der Meersche, and City Attorney Steve Peiffle. Also Known to be Present: Sarah Arney, Kirk Boxleitner, Kevin Duncan, Kim Speed, Wendy Cochinella, Vikki McMurray, Bob James, and Jolyn Leslie. Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Mayor Pro Tern Debora Nelson moved to approve the Agenda. Chris Raezer seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Public Works Director Jim Kelly introduced Bob James and Jolyn Leslie from Washington State Department of Health, who presented the City of Arlington with an award for Water Treatment Plant Operations. Dallas Speed and Bill Cochinella accepted the award. PROCLAMATIONS A Volunteer Week Proclamation was read by Mayor Barb Tolbert, and an Arbor Day Proclamation was read by Mayor Pro Tern Debora Nelson. PUBLIC COMMENT There was no one in the audience who wished to speak to matters not on the Agenda. CONSENT AGENDA Debora Nelson moved and Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: Minutes of the March 14 and 21, 2016 council meetings and March 12, 2016 EMS Retreat Minutes Accounts Payable: EFT Payments & Claims Checks #86821 through #86907 dated March 22, 2016 through April 4, 2016 for $328,683.43. EFT Payments & Payroll Checks #28602 through #28617 for the period of March 1, 2016 through March 31, 2016 for $1,358,355.17. PUBLIC HEARING None Page 1 of 2 Minutes of the City of Arlington City Council Meeting April 4 2016 NEW BUSINESS 59th Avenue Repair — Apparent Low Bidder Eric Scott, City Engineer, presented staff's request to award the 59th Avenue repair project to apparent low bidder, Lakeside Industries. Brief discussion followed with Eric answering council questions. Jan Schuette moved and Jesica Stickles seconded the motion to award the 591h Avenue Repair Project to Lakeside Industries and authorize the Mayor to sign the construction contract, pending review by the City Attorney. The motion was approved by a unanimous vote. Award Contract for Banking Services Kristin Garcia, Finance Director, requested approval for the banking services contract with Opus Bank. Brief discussion followed with Kristin answering council questions. Mayor Pro Tern Debora Nelson moved and Marilyn Oertle seconded the motion to award the banking services contract to Opus Bank and authorize the Mayor to sign it. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis distributed agendas for upcoming Council Spring Retreat April 10 and 11, and indicated it will be a busy time. COUNCIL MEMBER REPORTS Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Jesica Stickles, and Marilyn Oertle all gave brief reports. MAYOR'S REPORT Mayor Tolbert spoke of the great job Deputy Chief Ventura did with his presentation last week at the Town Hall meeting Wednesday, March 30. Already many good things have come from that meeting. The mayor encouraged councilmembers to attend the upcoming Snohomish County Cities dinner to hear speaker, Dr. Gary Goldbaum, from Snohomish County Health District. Mayor Tolbert also gave brief updates of EvCC's Community Engagement Event last Thursday, March 31, and the PSRC General Assembly, also Thursday, March 31. EXECUTIVE SESSION City Attorney announced that there would be not be a need for an Executive Session.
