Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson Chris Raezer, Sue Weiss,
Jesica Stickles, and Marilyn Oertle
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Chris Young, Jim Kelly, Eric Scott,
David Ryan, Kris Wallace, Jonathan Ventura, Deana Dean, and City Attorney Steve Peiffle.

Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed.
Chris Raezer moved to approve the agenda. Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Selection of Mayor Pro Tem
Kristin Banfield, Director of HR and Communications, opened the topic of council's selection of Mayor Pro
Tem. Council will be asked at next week's meeting to appoint a Mayor Pro Tem and an Alternate Mayor
Pro Tem who will both serve for the next two years. Brief discussion followed.
Academic Link Outreach LEARNING LAB Resolution
Kristin Banfield spoke to the proposed resolution in support of the Academic Link Outreach LEARNING
LAB Project in Arlington. Council comments followed.
Professional Service Agreement Renewal — Shockey Planning Group
Chris Young, Director of Community & Economic Development, spoke to the renewal of the professional
service agreement with Shockey Planning Group for 2016. The main focus of this year's contract is to
assist the Planning Department with its Long -Range Planning goals outlined in the 2016 Work Plan. It
was noted that the City has contracted with Shockey Planning Group since 2014. Discussion followed.
Water Comprehensive Plan & Water Use Efficiency Goals Adoption
Jim Kelly, Public Works Director, spoke to the proposed adoption of the 2015 Water Comprehensive Plan
and Water Use Efficiency (WUE) Goals per recommendation from the City's Planning Commission. The
Plan details how the City will safely, efficiently, and financially operate, maintain, and expand the water
system for the next 20 years to support existing service connections while also supporting growth targets
identified in the City's 2015 General Comprehensive Plan. Brief discussion followed.
Sewer Comprehensive Plan Adoption
Jim Kelly spoke to the proposed request to adopt the Sewer Comprehensive Plan per recommendation
from the City's Planning Commission. This plan mirrors the water comprehensive plan discussed prior.

Transportation Improvement Board Grant Agreements
Jim Kelly spoke to the proposal for the mayor to sign acceptance letters for three TIB grants and to sign
the grant agreements. In 2015, city staff applied for and received three grants: the Arlington Valley
Road, Pavement Preservation, and LED Street Light Conversion. The projects have been planned for
construction in 2016 with required match funds included in the 2016 budget, pending award of the grants.
Brief discussion followed.
Pump Purchase — Water Treatment Plant
Jim Kelly spoke to the request to purchase a Vertical Turbine Pump for the water treatment plan. This
item was budgeted for 2016. Council comments and questions followed.
Cues Camera Contract — Closed Circuit Television System
Jim Kelly spoke to the request for the City to adopt a sole source resolution for the rehabilitation of the
Sewer Department's Closed Circuit Television Equipment and authorize staff to issue the rehabilitation
contract to the CUES Company. Council questions followed.
Professional Services Contract — Roland Resources — Arlington Valley Road Right of Way
Eric Scott, City Engineer, spoke to the proposed professional services contract with Roland Resources for
all real estate functions needed to analyze, negotiate and acquire up to 11 parcels along a proposed new
road alignment and needed in order to construct the Arlington Valley Road. Brief discussion followed.
Reid Middleton Contract Supplement — Arlington Valley Road Desiqn
Eric Scott, City Engineer, spoke to the proposed supplement to the Reid Middleton professional services
contract for engineering and design services for the Arlington Valley Road Project. This contract
supplement will include work associated with design of water and sewer utilities, traffic signal
improvements to 204th St & 74th Ave, and lighting along the length of roadway. Brief discussion
followed.
Miscellaneous Council Items
Councilmember Nelson spoke to the PSRC Leadership Academy she will be attending and suggested
updating the Council Rules and Procedures. City Administrator Paul Ellis indicated the topic would be
added to the next workshop agenda. Councilmember Raezer spoke to the PSRC dinner next week.
