Council Members Absent: None. City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Garcia, Jonathan Ventura, James Trefry, Dave Kraski, Marc Hayes, Kristin Banfield, and City Attorney Steve Peiffle. Also Known to be Present: Lindsay Dunn, John Kartak. Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed. APPROVAL OF THE AGENDA Councilmember Jesica Stickles requested that Consent Agenda Item #6 be moved to New Business in order to answer a question. Mayor Pro Tern Debora Nelson moved and Councilmember Raezer seconded the motion to approve the agenda with the movement of Consent Agenda Item #6 to New Business as requested by Councilmember Stickles. The motion passed unanimously. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried: 1. Minutes of the November 6 and 13, 2017 Council meetings. 2. Accounts Payable: approval of EFT Payments and Claims Checks #92250 through #92371 dated November 7, 2017 through November 20, 2017 for $779,295.29 and Page 1 of 4 Minutes of the City of Arlington City Council Meeting November 20, 2017 EFT Payments and Payroll Checks #29224 through #29237 dated October 1, 2017 through October 31, 2017 for $1,491,331.17. 3. Interlocal Agreement (ILA) with Snohomish Health District for Per Capita Contribution. 4. Professional Services Agreement with SAFEbuilt S. Acceptance of All Terrain Vehicle (ATV) Donation from Vine Street Group PUBLIC HEARING None. NEW BUSINESS Ordinance Adding, Amending, and Repealing certain sections of Title 2 of the Arlington Municipal Code relating to the roles and duties of personnel Councilmember Jesica Stickles inquired about how compensation is addressed in the proposed ordinance. City Administrator Paul Ellis clarified that our current practice is to address director salaries in the budget adoption process so the ordinance language is reflective of that practice. Mayor Pro Tem Debora Nelson moved and Councilmember Jesica Stickles seconded the motion to approve the proposed ordinance adding, amending, and repealing certain sections of Title 2 of the Arlington Municipal Code relating to the roles and duties of personnel. The motion passed unanimously. 2018 Proposed Property Tax and EMS Levies Finance Director Kristin Garcia reviewed the proposed 2018 property tax and EMS levies. Discussion followed. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve the resolution of the City of Arlington to increase the 2018 regular property tax. The motion passed unanimously. The motion passed unanimously. 2017-2018 Proposed Budget Modifications Finance Director Kristin Garcia reviewed the proposed 2017-2018 budget modifications. Discussion followed. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve the proposed ordinance amending the 2017 budget of the City of Arlington, providing transfer and adjustment authority and declaring an emergency. The motion passed unanimously. Extension of Interlocal Agreement with Fire District #21 (Arlington Rural) Acting Fire Chief Dave Kraski reviewed the proposed extension of the Interlocal Agreement with Fire Protection District #21 for Fire and Emergency Medical Services. Councilmember Marilyn Oertle moved and Councilmember Jesica Stickles seconded the motion to approve the First Amendment to the Interlocal Agreement for Emergency Medical and Fire Services with Fire District #21 and authorize the Mayor to sign it. The motion passed unanimously. Extension of Interlocal Agreement with Fire District #24 (Darrington) Acting Fire Chief Dave Kraski reviewed the proposed extension of the Interlocal Agreement with Fire Protection District #24 for Emergency Medical Services. Discussion followed. Councilmember Marilyn Oertle moved and Councilmember Jesica Stickles seconded the motion to approve the First Amendment to the Interlocal Agreement for Emergency Medical Services with Fire District #24 and authorize the Mayor to sign it. The motion passed unanimously. Extension of Interlocal Agreement with Fire District #2 5 (Oso) Acting Fire Chief Dave Kraski reviewed the proposed extension of the Interlocal Agreement with Fire Protection District #25 for Emergency Medical Services. Discussion followed. Councilmember Marilyn Oertle moved and Councilmember Jesica Stickles seconded the motion to approve the First Amendment to the Interlocal Agreement for Emergency Medical Services with Fire District #25 and authorize the Mayor to sign it. The motion passed unanimously. Resolution for Complete Streets Interim Community and Economic Development Director Marc Hayes reviewed the proposed resolution declaring Arlington's commitment to develop and enact a Complete Streets program throughout the city. The Complete Streets program is about creating a true multi -modal transportation network that is designed and operated to be safe, comfortable, and convenient for all users. Complete Streets is also about transforming streets into environments that provide a sense of belonging and engagement. Mayor Pro Tern Debora Nelson moved and Councilmember Jan Schuette seconded the motion to approve the resolution adopting a work plan for the development of a Complete Streets program, and authorize the Mayor to sign the resolution. The motion passed unanimously. Interlocal Agreement and Ordinance Approving the Consolidation of Emergency Communications Services under Snohomish County 911 Police Chief Jonathan Ventura presented the proposed Interlocal Agreement and ordinance approving the consolidation of emergency communications services under Snohomish County 911. The ILA consolidating the two current emergency communications agencies, SNOCOM and SNOPAC, is the culmination of over a year and a half of work by the SNOCOM and SNOPAC boards. The newly consolidated Snohomish County 911 will start on January 1, 2018. Discussion followed. Councilmember Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to approve the Interlocal Agreement and proposed Ordinance approving the consolidation of emergency communications services under Snohomish County 911 and authorize the Mayor to sign. MAYOR'S REPORT Mayor Tolbert reported that she and 14 members of the City staff distributed over 290 holiday food baskets at the Arlington Food Bank earlier today.
