Councilmembers Present: Mike Hopson, Debora Nelson, Chris Raezer, Sue Weiss, Jesica
Stickles, and Marilyn Oertle
Council Members Absent: Jan Schuette.
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Garcia, Jonathan Ventura, Dave
Kraski, Jim Kelly, Heather Logan, Marc Hayes, Marty Wray, and City Attorney Steve Peiffle.
Also Known to be Present: Josh Roundy.
Retreat facilitator, Steve Peiffle, called the meeting to order at 9:00 a.m.
Mr. Peiffle began the retreat requesting the expectations for the day from the attendees.
The expectations of the attendees included a clarification on how the two year budget
process works, and a clear understanding of contents of the 2017-2018 budget
amendments and modifications.
2017-18 Budeet Amendments and Modifications Review
City Administrator Paul Ellis and Finance Director Kristin Garcia gave a presentation on the
2017-2018 budget amendments and modifications, and the 2018 property tax levy.
Discussion followed with Kristin and various staff answering council questions.
The Council Retreat was recessed at 12:35 p.m. and resumed at 1:31 p.m. The Council
reviewed any miscellaneous items that were raised throughout the day, including:
• Complete streets Plan v. Multi -modal Plan
• How does an additional officer help? 10 year policing plan? What steps do we need
to take in future budgets to reduce crime and increase officer safety?
• How will a code enforcement officer benefit the city?
• Capital Improvements for library? 10 year plan for downtown library?
• Where is overall TBD plan for next few years?
• Are travel and training budgets increasing for staff?
• What is the City's education incentive policy?
• Plans for City owned property?
• Washington Street, across from Library
• Corner of Division and Olympic
• Improvements to the terraces at Terrace Park? When and how much?

• Gateway, medians, crosswalks revitalization project - what is the plan and how do
we need to budget for this to happen?
• Policy to allow the City to offer signing bonuses for lateral police officers?
• Accessory Dwelling Units - waiver of utility hook-up charges
• Levy a fee for use of credit cards or a technology fee to help upgrade old software?
• Standards for setting police officer staffing
• Requesting contributions to the social services flex fund
With no further items to discuss, the retreat was adjourned at 2:16 p.m.
