HomeMy WebLinkAboutSigned Minutes 10-23-17Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street October 23, 2017 Councilmembers Present: Mike Hopson, Debora Nelson, Chris Raezer, Sue Weiss, Jesica Stickles, and Marilyn Oertle. Council Members Absent: Jan Schuette, excused. Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Garcia, James Trefry, Jonathan Ventura, Jim Kelly, Marc Hayes, Kristin Banfield, Kris Wallace, Jasmine Perez, Kurt Patterson, and City Attorney Steve Peiffle. Also Known to be Present: Josh Roundy, Erik Granroth, Lindsay Dunn, Jennifer Egger, Doug Buell, and Sarah Arney. Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed. Mayor Pro Tem Debora Nelson moved to move agenda Item #7 to Item #1, approve the agenda, and requested a separate meeting in the future with the Lodging Tax Advisory Committee to further refine the City's tourism vision and goals. Councilmember Chris Raezer seconded the motion, which passed with a unanimous vote. Introduction of Special Guests and Presentations None WORKSHOP ITEMS - NO ACTION WAS TAKEN Discussion regarding 2018 Lodging Tax Tourism Priorities Finance Director Kristin Garcia introduced Lodging Tax Advisory Committee (LTAC) members Erik Granroth and Jennifer Egger to the Council. The Council reviewed the current list of priorities and confirmed it for the LTAC. Discussion followed. The Council requested that a joint meeting with the LTAC after the 2018 awards are made to discuss future vision and priorities for tourism. Review Proposed 2017/2018 Budget Modifications Kristin Garcia reviewed the proposed 2017-2018 budget amendments and modifications with the Council. In compliance with state law, Council will hold a public hearing on the 2017-2018 budget amendments and modifications at the November 6, 2017 Council Page 1 of 3 Minutes of the City of Arlington City Council Workshop October 23. 2017 meeting. The budget amendments and modifications will be brought forward for Council approval on November 20. Discussion followed. 2018 Proposed Regular Property Tax and EMS Levies Kristin Garcia reviewed the proposed 2018 general property tax levy and EMS property tax levy with the Council. The budget reflects an increase of 1% plus new construction for both the regular property tax levy and the EMS levy. This represents a budget increase of $61,242 in the regular property tax levy and an increase of $9,836 in EMS levy. Both levies will need to be set and resolutions remitted to Snohomish County by November 30, 2017. In compliance with state law, Council will hold a public hearing on the 2018 property tax levies at the November 6, 2017 Council meeting. The resolutions will be brought forward to Council for approval on November 20, 2017. Discussion followed. Ordinance adopting amendments to Arlington Municipal Code (AMC) Chapter 20.40-1 (table of Permissible Uses) and AMC Chapter 20.08 (Definitions) Community and Economic Development Director Marc Hayes reviewed the proposed amendments to Arlington Municipal Code Chapter 20.08 and the table of permissible uses contained in Chapter 20.40. The purpose for amending the Permissible Use Table is to make sure the current uses are relevant to areas of the City where the individual uses are allowed. Staff found that there were items such as storage units and types of single family residential that were no longer viable or applicable given their current zoning. The Planning Commission held a public hearing on the proposed amendments on October 17, 2017. Following the conclusion of the public hearing, the Planning Commission recommended approval of the amendments. Council requested the item be placed on the Consent Agenda at the November 6, 2017 Council Meeting. Resolution to Surplus Vehicles Central Purchasing Coordinator Kurt Patterson presented the proposed resolution to surplus a number of vehicles that have reached the end of their useful life. The City has found that the most expedient way to deal with surplus vehicles and equipment is to utilize the services of an on-line auction site. Because one of the vehicles was purchased with Utilities funds, the City Council must hold a public hearing on November 6, 2017 in order to declare the vehicles as surplus. Discussion followed. Authoritv to accent Grant from Department of Ecoloev Stormwater Utilities Staff Accountant Kris Wallace reviewed the request to accept a grant from the Department of Ecology for $50,000 to fund the City's Stormwater NPDES Phase II activities. Discussion followed. Council requested the item be placed on the Consent Agenda at the November 6, 2017 Council Meeting. Authoritv to accent Brant from Communitv Economic Revitalization Board Public Works Director Jim Kelly reviewed the request to accept a grant from the Community Economic Revitalization Board (CERB) for $50,000 to fund the development of a master plan for the Arlington -Marysville Manufacturing Industrial Center. The City's match for the grant is $16,667.00. Discussion followed. Council requested the item be placed on the Consent Agenda at the November 6, 2017 Council Meeting. Miscellaneous Council Items None Public Comment Lindsay Dunn, 735 Highland Drive, stated that the Arlington Library is inadequate for the needs of the community, and the City needs to do everything we can to rebuild the library so it is more functional.
