Council Members Absent: None. City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield, Kristin Garcia, Jonathan Ventura, Jim Kelly, James Trefry, and City Attorney Steve Peiffle. Also Known to be Present: Alec Villa, Cole Cramer, Olivia Walker, Grace Williams, Aryana Ahlen, Victoria Wilde, Arlington High School Principal Duane Fish, State Representative Carolyn Eslick, Vikki McMurray, Kathy Bullene, Eileen Ray, Char O'Neill, Susan Pontious, Troop 29 Webelos, Doug Buell, Craig Christianson, Lindsay Dunn, and Sarah Arney. Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance led by Troop 29 Webelos followed. APPROVAL OF THE AGENDA Mayor Pro Tern Debora Nelson moved and Councilmember Raezer seconded the motion to approve the agenda, which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Newly appointed State Representative Carolyn Eslick briefly introduced herself to the Council and spoke about a few issues she is hoping to address in the Legislature. Administrative Services Director Heather Logan introduced Vikki McMurray and presented her with the Mayor's Volunteer Recognition Award for her organizing and leading the Arlington Graffiti Brigade. PROCLAMATIONS Councilmember Marilyn Oertle read the proclamation declaring October 15-21, 2017 as Friends of the Library week in the City of Arlington. PUBLIC COMMENT Mr. Lindsay Dunn, 735 E. Highland Drive, expressed concerns of the recently installed electronic billboard on Highway 530 near Interstate S. Page 1 of 4 Minutes of the City of Arlington City Council Meeting October 16, 2017 CONSENT AGENDA Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve the Consent Agenda with the placement of Consent Agenda item 3 on to New Business, which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the October 2 and 9, 2017 Council meetings 2. Accounts Payable: approval of EFT Payments and Claims Checks #91997 through #92113 dated October 3, 2017 through October 16, 2017 for $1,339,805.49 and EFT Payments and Payroll Checks #29212 through #29223 dated September 1, 2017 through September 22, 2017 for $1,382,376.09 3. Right of Way Acquisition -188t" Street NE (Grooms) 4. Amendment #1 to Interlocal Agreement regarding In -Service Training Sessions for Police 5. Washington State Department of Transportation (WSDOT) Right of Way Procurement Amendment PUBLIC HEARING None. NEW BUSINESS Youth Council Appointments Community Revitalization Project Manager Sarah Lopez and Arlington High School Principal Duane Fish reviewed the selection process for the Youth Council. She then requested the appointment of Alec Villa, Cole Cramer, Olivia Walker, Grace Williams, Aryana Ahlen, and Victoria Wilde to the Youth Council. Mayor Pro Tem Debora Nelson moved and Councilmember Jesica Stickles seconded the motion to approve. The motion passed unanimously. The new members of the Youth Council in attendance were recognized and thanked for their service. Water Treatment Plant Pump #2 Replacement Public Works Director Jim Kelly reviewed the proposed change order to allow for the acceleration of the replacement schedule for the Water Treatment Plant (WTP) high service pumps. In 2016, the City began a program to replace these pumps. In 2016, high service pump #1 was replaced and this year (2017) we publicly bid to replace high service pump #3. Staff is requesting authorization to replace pump #2 this year (2017) instead of in 2018 using the bid we received. The vendor has agreed to honor the bid price for a second pump. The 2017 WTP High Service Pump Replacement Project was publically advertised for bid using the MRSC Small Works Roster. Pump Tech, Inc. was the sole bid received with a bid of $54,031.78. Purchasing an additional pump via a change order is allowed per city purchasing policy, council approval is needed because of the dollar amount. Funds are available in the 2017 water capital budget without an amendment. Page 2 of 4 Minutes of the City of Arlington City Council Meeting October 16, 2017 Mayor Pro Tem Debora Nelson moved and Councilmember Marilyn Oertle seconded the motion to authorize a change order for the 2017 WTP High Service Pump Replacement Project, adding an additional pump to be purchased from Pump Tech and authorize the Mayor to sign the contract, pending final approval by the City Attorney. The motion passed unanimously. Arlington Valley Road Design Contract Amendment Public Works Director Jim Kelly reviewed the proposed supplement to the Arlington Valley Road Design Contract with Reid Middleton for additional engineering and design services. The supplement is for additional engineering design associated with the revised alignment of the roadway. Mr. Kelly answered Council questions on the Arlington Valley Road project. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve Contract Supplement #4 to the Reid Middleton contract and authorize the Mayor to sign the change order, pending final approval by the City Attorney. The motion passed unanimously. Ordinance adopting 2017 Update to the Transportation 2035 Plan Public Works Director Jim Kelly reviewed the 2016 amendment to the Transportation 2035 Comprehensive Plan as recommended by the Arlington Planning Commission. Discussion followed. Mayor Pro Tem Debora Nelson moved and Councilmember Marilyn Oertle seconded the motion to authorize the Mayor to sign the proposed ordinance adopting the Transportation 2035 Comprehensive Plan, 2017 Update, and authorize the Mayor to sign the ordinance. The motion passed unanimously. Dedication of 74th Avenue NE to the City of Arlington Public Works Director Jim Kelly and City Attorney Steve Peiffle reviewed the dedication of 74th Avenue NE access road to the City as stipulated in the recently approved right of way agreement with Mr. Vern Rengen. A section of 74th Avenue NE was created by a Boundary Line Adjustment in 1996. This road was identified as a private access and utility easement that was to be dedicated in the future to the City of Arlington. Vern Rengen, identified as the property owner, is dedicating this road section to the City of Arlington so that it can be incorporated into the Arlington Valley Road project. Discussion followed. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to accept the 74th Avenue NE dedication as a City roadway, pending final approval by the City Attorney. The motion passed unanimously. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis reported that the State Auditor is wrapping up the 2016 annual audit. The audit exit conference has been scheduled for November 6, 2017 at 9:00 a.m. MAYOR'S REPORT The Mayor thanked the Troop 29 Webelos for their attendance at tonight's meeting and leading us in the Pledge of Allegiance. Page 3 of 4 Minutes of the City of Arlington City Council Meeting October 16, 2017 EXECUTIVE SESSION City Attorney Steve Peiffle announced an Executive Session to discuss Consideration of real estate lease or purchase or price [RCW 42.30.110(1)(b)-(c)], estimating to take 19 minutes and that Council is not expected to action following the Executive Session. Council recessed to hold a Transportation Benefit District meeting at 7:27 p.m. At 7:29 p.m., the Council reconvened the meeting. Council then recessed to Executive Session, estimated to last no more than 15 minutes, at 7:29 p.m. At 7:39 p.m., the Council reconvened the meeting.
