HomeMy WebLinkAboutSigned Minutes 10-02-17Minutes of the Arlington City Council Meeting Council Chambers 110 East Third St October 2, 2017 Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Jesica Stickles, Sue Weiss, and Marilyn Oertle. Council Members Absent: City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield, Kristin Garcia, Jonathan Ventura, Jim Kelly, Dave Ryan, and City Attorney Steve Peiffle. Also Known to be Present: Craig Christianson, Ray Liaw, Josh Roundy, Kevin Duncan. Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed. APPROVAL OF THE AGENDA Mayor Pro Tem Debora Nelson moved and Councilmember Raezer seconded the motion to approve the agenda with the placement of Consent Agenda items 3 and 4 on to New Business, which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS Councilmember Jesica Stickles read the proclamation declaring October 8-14, 2017 as Fire Prevention Week in the City of Arlington. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the September 18 and 25, 2017 Council meetings 2. Accounts Payable: approval of EFT Payments and Claims Checks #91868 through #91996 dated September 19, 2017 through October 2, 2017 for $271,118.34. Pagel of 3 Minutes of the Cif of Arlington City Council Meeting October 2. 2917 3. Street Closures for special events 4. Authority to apply for tourism grant S. Approve LTAC appointment PUBLIC HEARING None. NEW BUSINESS Ordinance adopting 2017 Amendment to the Comprehensive Water System Plan City Attorney Steve Peiffle noted that the ordinance presented to the Council requires some additional language to be added and requested that the motion be amended to allow the Mayor to sign the ordinance once it is in a form acceptable to the City Attorney. Mayor Pro Tem Debora Nelson moved and Councilmember Sue Weiss seconded the motion to adopt the proposed ordinance making certain findings and adopting by reference amendments to the Comprehensive Water System Plan for the City of Arlington, subject to revision and final approval by the City Attorney. The motion passed unanimously. Ordinance adopting 2017 Amendment to the Comprehensive Wastewater System Plan City Attorney Steve Peiffle noted that the ordinance presented to the Council requires some additional language to be added and requested that the motion be amended to allow the Mayor to sign the ordinance once it is in a form acceptable to the City Attorney. The motion passed unanimously. • Acquisition of Asset Management Software Public Works Director Jim Kelly discussed the acquisition of new asset management software from Novotx, LLC to replace the existing system that is no longer capable of handling the City's asset management and data processing needs. Discussion followed. Mayor Pro Tem Debora Nelson moved and Councilmember Raezer seconded the motion to authorize the Mayor to sign the contract with Novotx, LLC to acquire new asset management software, pending final approval by the City Attorney. The motion passed unanimously. Resolution to surplus airport property Airport Director Dave Ryan presented the proposed resolution to authorize the airport to surplus Hangar 57B and the building located at 19319 63rd Ave NE. The Airport Commission agrees with the request to surplus the two buildings. It was noted that this is the first step in a long process to surplus and sell the buildings. Discussion followed. Councilmember Jan Schuette moved and Councilmember Chris Raezer seconded the motion to amend the proposed resolution to state that the buildings should be sold using a request for proposal (RFP) process and approve the amended resolution declaring certain airport property as surplus. The motion passed unanimously. Council requested that the Airport Commission present the final RFP prior to issuance to the Council at an upcoming Council Workshop. Page 2 of 3 Minutes_c,f the City of Arlington City Council Meeting October 2. 2017 ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis announced that the City's has hired its first full-time Human Resources Director, James Trefry. He will start with the City on Monday, October 9, 2017. MAYOR'S REPORT None. EXECUTIVE SESSION City Attorney Steve Peiffle announced an Executive Session to discuss matters of pending or potential litigation [RCW 42.30.110(1)(i)], estimating to take 15 minutes and that Council may take action following the Executive Session. Council recessed to Executive Session at 7:28 p.m. At 7:43 p.m., the Council reconvened the meeting. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to authorize the city attorney to negotiate a settlement of the permit claim by Timothy Herdt under terms acceptable to the city attorney and the City's insurance risk pool, with maximum outlay by the City in a sum not to exceed $6,000, and authorize the mayor to sign any necessary documents.
