Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue
Weiss, Jesica Stickles, and Marilyn Oertle.
Council Members Absent: None
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield, Kristin
Garcia, Sarah Lopez, Jonathan Ventura, Jim Kelly, Kris Wallace, David Ryan, and City Attorney
Steve Peiffle.
Also Known to be Present: Craig Christianson, Doug Buell, and Sarah Arney.
Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed.
Mayor Pro Tem Debora Nelson moved to approve the agenda. Councilmember Chris Raezer
seconded the motion, which passed with a unanimous vote.
Introduction of Special Guests and Presentations
WORKSHOP ITEMS - NO ACTION WAS TAKEN
2017 Amendment to the Comprehensive Water System Plan
Public Works Director Jim Kelly reviewed the 2017 amendment to the Comprehensive Water
System Plan. Discussion followed. Council requested the ordinance adopting the 2017
amendment to the Comprehensive Water System Plan be placed on the Consent Agenda at
the October 2, 2017 meeting.

Public Works Director Jim Kelly reviewed the 2017 amendment to the Comprehensive
Wastewater System Plan. Discussion followed. Council requested the ordinance adopting the
2017 amendment to the Comprehensive Wastewater System Plan be placed on the Consent
Agenda at the October 2, 2017 meeting.
Acquisition of Asset Management Software
Public Works Director Jim Kelly discussed the acquisition of new asset management
software from Novotx, LLC to replace the existing system that is no longer capable of
handling the City's asset management and data processing needs. Discussion followed.

Mayor Tolbert gave a brief report on her recent activities.
Public Comment
Sarah Arney noted the upcoming Art Auction and public arts investments jointly with the
Arlington Arts Council and the City. She also announced that Public Works Director Jim Kelly
will be awarded the 2017 Art Advocate of the Year.
Ray Liaw, attorney with Van Ness Feldman representing KVA Electric, discussed the
resolution to surplus airport property discussed earlier this evening and expressed concerns
regarding the draft Request for Proposals (RFP) proposed and requested a more objective
selection process. She previously submitted comments to the Council regarding the RFP
process.

Having no further business to be discussed, the meeting was adjourned at 8:41 p.m.
