City Council Meeting
Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Jesica
Stickles, and Marilyn Oertle.
Council Members Absent: Sue Weiss
City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield,
Kristin Garcia, Jonathan Ventura, Dan Cone, Sgt. Mike Gilbert, Ken Thomas, Anthony Davis,
Chris Perisho, and City Attorney Steve Peiffle.
Also Known to be Present: Family and friends of Sgt. Mike Gilbert, Maxine Jenft, Craig
Christianson
Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Raezer seconded the motion to
approve the agenda as presented, which passed with a unanimous vote.
SWEARING IN.
Police Chief Jonathan Ventura introduced new Police Sergeant Mike Gilbert to Council. City
Attorney Steve Peiffle administered the oath and Sergeant Gilbert's wife performed the
badge pinning.

CONSENT AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to approve the Consent Agenda which was unanimously carried to approve the
following Consent Agenda items:
1. Minutes of the August 7 and September 11, 2017 Council meetings
2. Accounts Payable: approval of EFT Payments and Claims Checks #91540 through
#91675 dated August 8, 2017 through August 21, 2017 for $370,664.23, and EFT
Payments and Claims Checks #91682 through #91781 dated August 22, 2017
through September S, 2017 for $245,052.37, EFT Payments and Claims Checks
#91782 through #91864 dated September 6, 2017 through September 18, 2017 for
$364,081.25, and EFT Payments and Payroll Checks #29187 through #29198 dated
July 1, 2017 through July 22, 2017 for $1,410,109.23, and EFT Payments and Payroll
Checks #29199 through #29211 dated August 1, 2017 through August 22, 2017 for
$1,318,526.55
3. Ordinance adopting comprehensive plan amendments including:

NEW BUSINESS
Approval of 2017-2018 Budget Modification Calendar
City Administrator Paul Ellis reviewed the budget calendar to update the 2017-2018 biennial
budget. State law requires the City go through a public process to modify the biennial budget.
An ordinance is required to modify the budget. In addition to modifying the 2017-2108
budget, the City will also need to certify the 2018 property tax and EMS levies and adopt a
2018 Transportation Benefit District budget. The proposed calendar addresses all of these
items. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to approve the 2017-2018 budget modification calendar as presented. The motion
passed unanimously.
Professional Services Agreement
City Administrator Paul Ellis reviewed the proposed professional services agreement with
former Deputy Fire Chief Tom Cooper to work as a non -uniformed consultant to the Fire
Department. The agreement is for 16 - 24 hours per week, not to exceed $120,000, and will
expire December 31, 2018. Mayor Pro Tem Debora Nelson moved and Councilmember Jesica
Stickles seconded the motion to approve the professional services agreement with Tom
Cooper and authorize the Mayor to sign it. The motion passed unanimously.

ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis had nothing to report this evening.
MAYOR'S REPORT
Mayor Tolbert noted that a copy of the Social Services Executive Summary and Report has
been distributed to each council member in anticipation of the Council's further discussion
at the September 25, 2017 Workshop.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:14
p.m.
