City Council Workshop

Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue
Weiss, Jesica Stickles, and Marilyn Oertle.
Council Members Absent: None
Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield, Jonathan
Ventura, Marc Hayes, Jim Kelly, Bruce Stedman, Sarah Lopez, Kris Wallace, Jay Downing, and
City Attorney Steve Peiffle.
Also Known to be Present: Doug Buell, Sarah Arney, and Josh Roundy.
Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed.
Mayor Pro Tem Debora Nelson moved to approve the agenda. Councilmember Chris Raezer
seconded the motion, which passed with a unanimous vote.
Introduction of Special Guests and Presentations
None.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Six -year Transportation Improvement Plan
Public Works Director Jim Kelly discussed the six -year transportation improvement plan
(TIP). Any road project that is considered for transportation grant funding from PSRC, State,
or Federal Government must be on the City's TIP. Discussion followed. A Public Hearing and
action on the six -year TIP, covering years 2018-2023, has been scheduled for Monday, July
17, 2017.
Public Art Proposal
Communications and Recreation Manager Sarah Lopez reviewed the two submittals from
the Arlington Arts Council public art to be placed at Terrace and Jensen parks. The proposal
for Terrace Park is to paint an owl on the east side of the restroom and the eave of the shelter.
The proposal for Jensen Park is to place five wooden cows on the fence at the parking lot.
Discussion followed. Council requested the public art proposals be placed on the July 17,
2017 agenda under consent.

Haller Park - Final Project Acceptance
Community and Economic Development Director Marc Hayes discussed the Haller Park
Restroom and Concession Building project acceptance and closeout. Director Hayes thanked
Sarah Lopez for her assistance on the project. Discussion followed. Council requested the
project acceptance be placed on the July 17, 2017 agenda under consent.
Quake Field - Final Project Acceptance
Community and Economic Development Director Marc Hayes discussed the Quake Field
project acceptance and closeout. Discussion followed. Council requested the project
acceptance be placed on the July 17, 2017 agenda under consent.
Regional Fire Authority (RFA) Discussion
Mayor Barb Tolbert and City Administrator Paul Ellis led a discussion with the Council on
the potential formation of a Regional Fire Authority with the City of Marysville and Fire
District 12. The City Council was agreeable to continuing Karen Reed's contract to further
the discussions. Mayor Tolbert will make a full report to the RFA Planning Committee of the
feedback from the Council at their next meeting.
Miscellaneous Council Items
Marilyn Oertle and Sue Weiss announced they would not be present for the July 17, 2017
Council meeting.
Mayor Tolbert thanked the City staff for the hard work for the 4th of July celebration, the
Street Fair, and the Fly -In, noting how beautiful the city looked.
Mayor Tolbert asked Council about shifting Council reports to the workshop agenda for more
thorough discussion and interaction. After a brief discussion, the Council agreed to a trial run
of September through December.
