Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved to approve the agenda. Councilmember Chris
Raezer seconded the motion, which passed with a unanimous vote.

Police Chief Jonathan Ventura introduced new Police Officer Shelly Hamel to Council. South
District Court Judge Jeffrey Goodwin administered the oath and Officer Hamel's family
performed the badge pinning.

Police Chief Jonathan Ventura introduced new Police Officer Katelyn Fekkes to Council.
South District Court Judge Jeffrey Goodwin administered the oath and Officer Fekkes's
father performed the badge pinning.
Police Chief Jonathan Ventura introduced new Police Officer Alexander Donchez to Council.
South District Court Judge Jeffrey Goodwin administered the oath and Officer Donchez's
father performed the badge pinning.
Fire Chief Bruce Stedman introduced new Deputy Chief David Kraski to Council. City
Attorney Steve Peiffle administered the oath and Deputy Chief Kraski's wife performed the
badge pinning.
Fire Chief Bruce Stedman introduced new Captain Kirk Normand to Council. City Attorney
Steve Peiffle administered the oath and Captain Normand's wife performed the badge
pinning.
Fire Chief Bruce Stedman introduced new Firefighter/EMT Sam Johnston to Council. City
Attorney Steve Peiffle administered the oath and Firefighter/EMT Johnston's mother
performed the badge pinning.
PROCLAMATIONS
None.
PUBLIC COMMENT
Eyleen Shouman, 7607 West Country Club Drive, Arlington, thanked the City Council, the
Planning Commission, and City staff for their hard work, especially when having to address
very difficult subjects.
CONSENT AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the motion to
approve the Consent Agenda which was unanimously carried to approve the following Consent
Agenda items:
1. Minutes of the June 19 and June 26, 2017 Council meetings
2. Accounts Payable: EFT Payments and Claims Checks #91165 through #91253 dated
June 20, 2017 through July 3, 2017 for $397,927.48
3. Ordinance approving Villas at Arlington Rezone
4. Ordinance denying Stewart Rezone
S. Ordinance amending AMC Chapter 10.54 regarding parking
6. Ordinance repealing the International Plumbing Code and adopting the Uniform
Plumbing Code

NEW BUSINESS
Riar Family Rezone
Community and Economic Development Director Marc Hayes reviewed the proposed Riar
Family Rezone, including the process for a rezone request, the public testimony received on
the proposed rezone, and the Planning Commission Public Hearing. The Planning
Commission did not make a recommendation to the Council on the rezone request.
Discussion followed. Councilmember Hopson moved and Councilmember Oertle seconded
the motion to approve the proposed ordinance denying the Riar rezone. The motion passed
5-2.
EMS Equipment Replacopme_nt Change Order
Fire Chief Bruce Stedman reviewed the requested change order to the current bid to mount
the aid unit box on a new chassis. The bid came in over the budgeted authority of $140,000.
With changes to the bid as requested by staff that will increase firefighter safety and overall
patient care, the remount will cost an additional $20,439.42, including tax. The EMS fund
has placed adequate funds in the Equipment Replacement Fund to cover this increased
cost. Discussion followed. Councilmember Stickles moved and Councilmember Oertle
seconded the motion to approve requested change order in the amount of $20,439.42. The
motion passed unanimously.
ADMINISTRATOR & STAFF REPORTS
None.
COUNCIL MEMBER REPORTS
Councilmembers Schuette, Nelson, Raezer, Weiss, Stickles, and Oertle gave brief reports,
while Councilmember Hopson had nothing to report at this time.
MAYOR'S REPORT
Mayor Tolbert thanked all those in attendance for carrying a respectful dialog with the City
Council. She was glad to see the level of public participation in the recent planning processes.
EXECUTIVE SESSION
City Attorney Peiffle announced that there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:52
p.m.
