Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Chris Raezer, Sue
Weiss, Jesica Stickles, and Marilyn Oertle.
Council Members Absent: None.
City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Heather Logan, Kristin Banfield,
Kristin Garcia, Jonathan Ventura, Marc Hayes, David Ryan, Amy Rusko, Bob Beam, and City
Attorney Steve Peiffle.
Also Known to be Present: Troop 92, Gene Chase, Craig Christianson, Sarah Arney, Steve
Powell, Jamie Stupey, Ryan Stupey, Richard Barron, Angie Sievers, Margaret Larson, Mary
Larson, and Mike Larson.
Mayor Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed.
City Attorney Steve Peiffle addressed the Council, providing them with options for the rezone
matters. The Council can take action tonight without public comment, take public testimony
on the rezones tonight, or schedule a formal public hearing. Questions and discussion from
the Council followed.
Mayor Pro Tem Debora Nelson moved to continue the meeting as previously published.
Councilmember Schuette seconded the motion, which failed to pass with a 3-4 vote.
Councilmember Chris Raezer moved to allow public testimony on the rezones tonight.
Councilmember Stickles seconded the motion, which passed with a 6-1 vote.
APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved to move the Stewart Rezone to Item 1 under New
Business and approve the agenda. Councilmember Raezer seconded the motion, which
passed with a unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Administrative Services Director Heather Logan introduced the family of Jim Barron and
presented them with the Mayor's Volunteer Recognition Award for Mr. Barron's service to
the elderly, veterans, and children of the greater Arlington area.

Jim Barron volunteered approximately 100 hours per month for our city. He served at
northbound and southbound I-5 rest stops and coordinated the coffee program for more
than ten years. He was a Korean War veteran, and took special pride in organizing
Arlington's annual Memorial Day parade and Veteran's Day parade. Every year, Jim worked
with the Boy Scouts to install the US flags at the cemetery for Memorial Day. Jim was a past
commander of the American Legion and of VFW Post 1561. Jim and his nominator, Mr. Alan
Simmons, went to various retirement living housing at Christmas to ensure that our poor
and elderly had some Christmas to celebrate. He also organized magazine drives for the VA
hospital in Seattle, and worked with the Boy Scouts on official flag burnings.
PROCLAMATIONS
None.
PUBLIC COMMENT
Mayor Tolbert invited those in attendance that wished to speak on the Stewart Rezone to
come to the podium when their name was called from the sign in sheet.
Mike Rouleau, 709 E. Highland Drive, Arlington, expressed his opposition to the proposed
Stewart Rezone. He believes there are better places in Arlington to locate such proposed
development.
Ryan Stupey, 530 E. Highland Drive, Arlington, shared that adding apartments on Highland
Drive does not fit with the character of the neighborhood. He has concerns about property
values, crime, and traffic.
Gene Chase, 21705 88th Drive NE, Arlington, complimented the Council on their efforts to
make Arlington better. He expressed his opposition to the Stewart Rezone.
Blaine Field, 606 E. Highland Drive, Arlington, noted that as the property owner within the
proposed rezone, he has signed off on the request and believes it is the best and most
valuable use for the property. He sees Arlington as a growing community with needs for a
wide variety of housing, which the rezone will provide. He further shared that only one of
the parcels is Residential Moderate Density; the other two associated with this parcel are
already zoned Residential High Density, resulting in a split zoning. He noted that the house
on the property is 105 years old and is uninhabitable.
Angie Sievers, Master Builders Association, Bellevue, provided some thoughts and
observations from the Master Builders Association. She expressed that the homework done
by staff, the Planning Commission, and the Council on the Stewart Rezone has been thorough
and thoughtful. She noted that Snohomish County is expected to grow by 200,000 people in
the next 20 years and all cities in the County are going to need to accommodate the growth
that is headed our way with a diverse stock of housing.

Margaret Larson, 514 E. Highland Drive, Arlington, expressed her concerns that she was not
aware of the rezone of the properties near her, back in 2005, and believes that the
Comprehensive Plan must be fixed before moving forward with any rezone requests.
John Lanier, 704 E. Highland Drive, Arlington, noted that the rezone will change the character
of the neighborhood and expressed his opposition.
Betsy Rouleau, 709 E. Highland Drive, Arlington, stated that the rezone is not the project to
do in a residential neighborhood, noting that the number of calls to nearby apartment
complexes were considerably higher than residences on Highland Drive. She inquired if the
prior rezone to the area was done in 1995 or 2005.
Mayor Tolbert clarified that the prior rezone was done in 2005 and those documents are
available to the public should they like to review them. She then closed the public comment
period.
CONSENT AGENDA
Mayor Pro Tern Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to approve the Consent Agenda which was unanimously carried to approve the
following Consent Agenda items:
1. Minutes of the May 15 and 22, 2017 Council meetings
2. Accounts Payable: Claims Checks #90909 through #91034 in the amount of
$613,471.15
3. Interlocal agreement with Arlington School District for School Resource Officer
4. Interlocal Agreement establishing the Snohomish County Interagency Child
Abduction Response Team (ICART) and protocol
5. Authorization to file Quiet Title action for Arlington Valley Road
6. Hayden Park Utility Extension Agreement
7. Website Redesign - CivicPlus proposal
PUBLIC HEARING
None.
NEW BUSINESS
Stewart Rezone (PLN #274)
Community and Economic Development Interim Director Marc Hayes reviewed the
requested rezone from applicant Greg Stewart from Residential Medium Density (RMD) to
Residential High Density (RHD) for the parcels located at 606, 624, 704, 722, 730 E. Highland
Drive and 502 83rd Avenue NE. He noted that the adjacent parcels were rezoned in 2005
during the 2005 Comprehensive Plan major update process. The City received 33 rezone
requests during that update cycle. He stated that the original rezone approved in 2005
appears to be a spot rezone that are strongly discouraged under the Growth Management
Act. Council questions and discussion of the requested rezone followed.

Mayor Pro Tem Debora Nelson moved to approve the rezone from Residential Moderate
Density to Residential High Density for the Stewart proposal (PLN #274). The motion failed
for lack of a second.
Resolution Adopting Amended Financial Policies
Finance Director Kristin Garcia reviewed the proposed amended financial policies, noting
that the reserve policy has been removed from this draft and will be discussed in the fall in
conjunction with the review of the 10 year financial plan. Discussion followed. Mayor Pro
Tem Debora Nelson moved and Councilmember Stickles seconded the motion to approve the
proposed resolution replacing Resolution No. 2014-024 and adopting revised financial
policies for the City. The motion passed unanimously.
Interlocal Agreement for Facilitation Services for Regional Fire Authority Planning
Committee Discussions
City Administrator Paul Ellis reviewed the proposed Interlocal Agreement with the City of
Marysville and Marysville Fire District to bring a facilitator in to assist in the discussions for
the possible formation of a Regional Fire Authority. The Interlocal Agreement outlines that
the facilitation costs will be shared equally among the parties and paid 1/3 by Arlington, 1/3
by Marysville, and 1/3 by the Fire District, with a not to exceed amount for the total contract
of $10,000. Discussion followed. Councilmember Stickles moved and Councilmember Oertle
seconded the motion to approve the proposed interlocal agreement and authorized the
mayor to sign it subject to approval by the City Attorney. The motion passed unanimously.
Bid Award and Grant Acceptance for Taxiway Charlie Lighting and Signage
Improvement Project
Airport Director Dave Ryan reviewed the bid award and grant request for the Taxiway
Charlie Lighting and Signage Improvement project. Councilmember Raezer moved and
Councilmember Schuette seconded the motion to authorize the mayor to sign the contract
with Colvico, Inc. in the amount not to exceed $520,309.55, pending FAA and WSDOT grant
offers; to authorize the mayor and City Attorney to sign the WSDOT Airport Aid Grant offer
and FAA grant offer subject to grant award for the Taxiway Charlie Lighting and Signage
Improvement Project; and to authorize the mayor to sign a construction management
contract with WH Pacific, pending FAA approval and an independent fee estimate that is
within FAA guidelines, not to exceed $122,462.00. The motion passed unanimously.
Villas at Arlington Rezone (PLN #313)
Community and Economic Development Director Marc Hayes reviewed the requested
rezone from applicant AVS Communities from Residential Medium Density (RMD) to
Residential High Density (RHD) for the parcels located at 18506 and 10406 Smokey Point
Boulevard. Discussion followed. Councilmember Hopson moved and Councilmember
Stickles seconded the motion to approve the rezone from Residential Moderate Density to
Residential High Density for the Villas at Arlington proposal (PLN #313). The motion passed
unanimously.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis had nothing to report this evening.

COUNCIL MEMBER REPORTS
Councilmembers Oertle, Stickles, Raezer, Nelson, Schuette, and Hopson gave brief reports,
while Councilmember Weiss had nothing to report at this time. Mayor Pro Tem Nelson
reported she would not be attending the June 12 or June 19, 2017 Council meetings.
MAYOR'S REPORT
Mayor Tolbert complimented the Council on their thoughtful and thorough reviews of the
rezones brought before them this evening.
EXECUTIVE SESSION
City Attorney announced that there would be no need for an Executive Session,

With no further business to come before the Council, the meeting was adjourned at 8:24
