HomeMy WebLinkAboutSigned Minutes 03-13-17Y Off. romp Council Chambers 110 East Third Street March 13, 2017 Minutes of the Arlington City Council Workshop Councilmembers Present: Mike Hopson, Jan Schuette, Debora Nelson, and Jesica Stickles Staff Present: Mayor Barbara Tolbert, Paul Ellis, Marc Hayes, Amy Rusko, Sarah Lopez, Jim Kelly, Kris Wallace, Jonathan Ventura, Dave Ryan, Deana Dean, and City Attorney Steve Peiffle Council Members Absent: Chris Raezer, Sue Weiss, and Marilyn Oertle (excused absences) Also Known to be Present: Will Nelson, Nate Nehring, Morgan Bryson, Alec Villa, Mikayla Beckley, Zoe Tapper, Olivia Walker, and Brian Beckley Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. Councilmember Nelson moved to approve the agenda. Councilmember Stickles seconded the motion, which passed with a unanimous vote. Mayor Tolbert introduced Snohomish County Councilman Nate Nehring who spoke briefly to Council. Mayor Tolbert welcomed the Arlington Youth Council. Each youth member introduced themselves and spoke about their projects. Will Nelson spoke to the partnerships and power of the youth council. Council comments followed. WORKSHOP ITEMS — NO ACTION WAS TAKEN Resolution Declaring Tri-B buildings Surplus Airport Director Dave Ryan discussed the request to "surplus" two of the three remaining "Tri- B" buildings located at the Airport Industrial Park and place them up for sale. Discussion followed. Award of Apparent Low Bid — Utility Iron Adjustment Public Works Director Jim Kelly discussed the request to award the apparent low bid for the 2017 Utility Iron Adjustment Project. Five bids were received on March 7, 2017 and Jag Corporation is the apparent low bidder with a bid of $ 36,084.83. Brief discussion followed. This item was authorized for next week's Consent Agenda. Page 1 of 3 Minutes of the CitV of Arlington Citv Council Workshop March 13, 2017 Award of Apparent Low Bid — SR 9 Water Crossing Jim Kelly discussed the request to award the apparent low bid for the SR-9 Water Utility Crossing Project. Six bids were received on March 7, 2017 and Shoreline Construction is the apparent low bidder with a bid of $184,597.20. Brief discussion followed. This item was authorized for next week's Consent Agenda. Award of Apparent Low Bid — High Service Pump Jim Kelly discussed the request to award the apparent low bid for the 2017 WTP High Service Pump Replacement Project. Pump Tech, Inc. was the sole bid received with a bid of $54,031.78. Brief discussion followed. This item was authorized for next week's Consent Agenda. Professional Services Agreement with RH2 Contracts for updates to Water and Sewer Comprehensive Plans Jim Kelly discussed the proposed professional services agreement with RH2 Engineering, Inc. to update the Water and Sewer Comprehensive Plans and complete a study for the Island Crossing Utilities Local Improvement District (ULID) Development. Dedication of Right of Way from Snohomish County PUD for a portion of 87th Avenue Interim Community & Economic Development Director Marc Hayes spoke to the proposed conveyance of a strip of land on 87th Ave. NE as described in Exhibit B for the purpose of roadway improvements related to new development. This item was authorized for next week's Consent Agenda. Acceptance of the Plat of Gregory Park Marc Hayes spoke to the request for final plat approval of the 84-lot Major Plat known as "Gregory Park." Brief discussion followed. This item was authorized for next week's Consent Agenda. 2017 Comprehensive Plan Docket Marc Hayes presented, by PowerPoint, the proposed docket to review all potential amendments to the City's Comprehensive Plan for the current year. Discussion followed. Miscellaneous Council Items City Administrator Paul Ellis commented on the recent press release from the February 14, 2017 officer involved shooting and noted that the officers will be returning to duty this week. Councilmember Schuette noted that Tuesday evening Conversation with Cops will occur at the Airport prior to the Airport Commission meeting. Marc Hayes noted that the restrooms have been installed at Haller Park although they are not yet open to the public. Page 2 of 3 Minutes of the Citv of Arlineton Citv Council Workshop March 13.2017 Public Comment Arlington Citizen Everett Lewis spoke to the lack of lighting at 188th St and Airport Blvd. Public Works Director noted that a streetlight was installed approximately two weeks ago. Mr. Lewis then spoke to traffic issues on Highway 530 at 211th and also at the Biringer Farm Road. Brief discussion followed. Executive Session None Adjournment The meeting was adjourned at 8:20 pm.
