Council Members Present: Mike Hopson, Jan Schuette, Debora Nelson, Joshua Roundy,
Sue Weiss, Jesica Stickles, and Marilyn Oertle.
Council Members Absent: None.
City Staff Present: Mayor Barb Tolbert, Paul Ellis, Dave Kraski, Kristin Garcia, James
Trefry, Marc Hayes, Kristin Banfield, Joe Oxos, Rein Frankie, Adam Von Melville Kirk
Normand, Paul Hunsaker, Jason Ewing, Tom Jackson, and Steve Peiffle.
Also Known to be Present: Don Vanney
Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance
followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Marilyn Oertle moved and Councilmember Sue Weiss seconded the motion
to approve the agenda. The motion passed unanimously.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Acting Fire Chief presented Firefighters Joe Oxos, Aaron Boede, and Rein Frankie with a
Phoenix Awards for their part in rescuing a man from a recent house fire. Captain Kirk
Normand accepted Aaron Boede's award on his behalf.
Acting Fire Chief Dave Kraski shared information regarding the department rescue
swimmer program, which now includes five certified staff members to enter the river
should someone need assistance.
PROCLAMATIONS
Councilmember Jan Schuette read the General Aviation Appreciation Month proclamation.

CONSENT AGENDA
Mayor Pro Tem Marilyn Oertle moved and Councilmember Jesica Stickles seconded the
motion to approve the Consent Agenda which was unanimously carried:
1. Minutes of the May 7, June 4, and June 11, 2018 Council meetings.
2. Accounts Payable: Approval of EFT Payments and Claims Checks #93905 through
#93989 dated June 5, 2018 through 18, 2018 for $514,155.10 and approval of EFT
Payments and Payroll Checks #29300 through #29306 dated May 1, 2018 through
May 31, 2018 for $1,305,165.40.
3. Sole Source Resolution for the Wastewater Treatment Plant (WWTP) Pump Repair.

NEW BUSINESS
2019 - 2020 Budget Calendar
Finance Director Kristin Garcia reviewed the proposed 2019-202 budget calendar with the
City Council. Discussion followed. Mayor Pro Tem Marilyn Oertle moved and
Councilmember Sue Weiss seconded the motion to approve the 2019-2020 budget calendar
as presented. The motion passed unanimously.
Acceptance of Grant funding ($15,000) from the Department of Ecology for periodic
update of the City's Shoreline Master Plan (SMP)
Community and Economic Development Director Marc Hayes presented the acceptance of
grant funding ($15,000) from the Department of Ecology for periodic update of the City's
Shoreline Master Plan (SMP). A periodic review of the City's SMP is required by the Shoreline
Management Act (SMA) per RCW 90.58.080(4). The Department of Ecology is awarding
grant funds to help in completing this update. The amount of funding is based on population,
and the city is eligible for $15,000 in funds. Discussion followed. Councilmember Debora
Nelson moved and Councilmember Marilyn Oertle seconded the motion to approve the
resolution authorizing the acceptance of the available grant funding of $15,000 from the
Department of Ecology for the periodic update of the City's Shoreline Management Program,
and authorize the Mayor and staff to sign any required documentation to accept the grant.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis distributed a revised Frequently Asked Questions sheet and
Talking Points for the proposed Ambulance Utility Fee. He also noted that those were also
emailed to the Council for their use. Mr. Ellis requested a work session at 6:00 p.m. on
Monday, June 25, 2018 to review the proposed ordinance for the Ambulance Utility Fee.
Mr. Ellis shared that the bids were opened for the Splash Pad on June 14, 2018. The city
received three bids and the apparent low bid is within budget. The City and the Rotary Club
of Arlington are scheduling a groundbreaking for the project on July 4, 2018 at 8:30 a.m.
