HomeMy WebLinkAboutSigned Minutes 06-04-18Y U N Council Chambers 110 East Third St June 4, 2018 Minutes of the Arlington City Council Meeting Council Members Present: Mike Hopson, Jan Schuette, Marilyn Oertle, Debora Nelson, Sue Weiss, Jesica Stickles, and Joshua Roundy. Council Members Absent: None. City Staff Present: Mayor Barb Tolbert, Paul Ellis, Kristin Garcia, Jonathan Ventura, Marc Hayes, Kristin Banfield, and City Attorney Steve Peiffle. Also Known to be Present: Teresa Hanna and family, Neil Knutson, and Lindsay Dunn. Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the pledge of allegiance followed. APPROVAL OF THE AGENDA Mayor Pro Tem Marilyn Oertle moved and Councilmember Debora Nelson seconded the motion to approve the agenda. The motion passed unanimously. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Mayor Barb Tolbert introduced Teresa Hanna and presented her with the Mayor's Volunteer Recognition Award for her assistance with the Arlington High School Band Program, her efforts to bring back band to Darrington High School after a 10 year absence, and her support and involvement in the Arlington Community Band. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tern Marilyn Oertle moved and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda which was unanimously carried: 1. Minutes of the May 21 and May 29, 2018 Council meetings. 2. Accounts Payable: Approval of EFT Payments and Claims Checks #93834 through #93904 dated May 22, 2018 through June 4, 2018 for $319,479.72. NEW BUSINESS Police Chief employment agreement renewal City Administrator Paul Ellis presented the employment agreement renewal for Police Chief Jonathan Ventura. Discussion followed. Mayor Pro Tem Marilyn Oertle moved and Councilmember Sue Weiss seconded the motion to approve the employment agreement for Jonathan Ventura to serve as Police Chief. The motion passed unanimously. Community and Economic Development Department Staffing City Administrator Paul Ellis presented a proposal for the creation of a second Permit Technician II position in the Community and Economic Development Department, promote one employee to the position and allow the department to fill an entry level Permit Technician position. Discussion followed. Councilmember Debora Nelson moved and Councilmember Jan Schuette seconded the motion to approve adding an additional employee to the Community and Economic Development Department. The motion passed unanimously. Resolution and Interlocal Agreement to participate in wildland fire deployments City Administrator Paul Ellis reviewed the proposed resolution and interlocal agreement allowing the Arlington Fire Department to participate in Department of Natural Resources (DNR) fire training, certification, and deployment. Discussion followed. Councilmember Jesica Stickles moved and Councilmember Sue Weiss seconded the motion to approve the proposed resolution and interlocal agreement witht eh Snohomish County Fire Chiefs Association for Wildland fire training and certification, and authorize the Mayor to sign. The motion passed unanimously. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis reported that the May 7, 2018 were listed on the May 21, 2018 Council agenda for approval but not included in the Council packet. These will be brought back for approval at the June 18, 2018 meeting. COUNCILMEMBER REQUEST Councilmember Mike Hopson requested that his proposed ordinance on Accessory Dwelling Units be brought to the council for consideration at the June 11, 2018 Council Workshop.
