Byrnes Performing Arts Center - Arlington High School
The Public Hospital District #1 of Skagit County Board of Commissioners, Public Hospital District #3 of Snohomish County
Board of Commissioners, Arlington City Council, and Arlington Public Schools Board of Directors held a joint meeting on
January 29, 2018 at 6:30 pm at the Byrnes Performing Arts Center, 18821 Crown Ridge Blvd, Arlington, WA, to discuss
matters of mutual interest.

Public Hospital District No. 3 of Snohomish County staff member Ardis Schmiege; Arlington Public Schools staff
members Gary Sabol, Brian Lewis and Julie Davis; and City of Arlington attorney Steve Peiffle.
Call to Order
Arlington Public Schools hosted this meeting. Dr. Jeff Huleatt, School Board President, called the meeting to order at 6:30
pm.
Pledge of Allegiance
The Arlington High School Air Force Junior Reserve Officer Training Corps (AFJROTC) posted the colors and led the Pledge
of Allegiance.
Approval of the Agenda by Arlington Public Schools Board of Directors
Dr. Jeff Huleatt, School Board President, asked if there were any corrections for the proposed agenda. There were none.
Motion: That the Arlington Public Schools' Board of Directors approves the agenda as presented.
Motion by Kay Duskin, second by Marc Rosson.

_Air Force Junior Reserve Officer Training Corps (AFJROTC) Program
Dr. Chrys Sweeting, Superintendent, Arlington Public Schools, shared briefly about the Air Force JROTC program at
Arlington High School. She noted that the District received notice from the Air Force that they would be deactivating the
program at the end of the school year as the enrollment numbers have not been maintained at the minimum level. The
District filed an appeal and was granted an extension to the October count day. Dr. Sweeting introduced two AFJROTC
students who shared a few comments about what the program means to them. She thanked Major Mike Blue and the
cadets for their participation at the meeting.
Introductions
Dr. Huleatt then welcomed all who were present and asked attendees to introduce themselves.
General Updates
PHD #1 of Skagit County
Iola Barnett, Vice President of Operations, noted that it had been about a year and a half since the affiliation with
Cascade Valley Hospital. She shared an overview of current initiatives including continuing recruitment of health
care providers, an out -patient therapy program, a midwifery program, and emergency and disaster planning.
PHD #3 of Snohomish County
Clark Jones, Superintendent, noted that the district continues to work on business affairs and required
reconciliation processes since the affiliation. He shared that they are looking for ways to offer non -competing
services to the community. Mr. Jones will be fully retiring at the end of February. He introduced Ardis Schmiege,
who will assume the role of Superintendent upon his retirement. Ms. Schmiege shared about a cooperative
program with Stillaguamish Senior Center for individuals with dementia and their families. She mentioned a
partnership with the Arlington-Smokey Point Chamber to hold a Spring Community Wellness Fair on May 19. She is
also working with the Arlington Resource Center to offer budget classes to community members.
City of Arlington
Paul Ellis, City Administrator, shared that it is a big year for projects for the City. The City of Arlington in
partnership with Snohomish County and the City of Marysville recently launched a Community Opiate Outreach
Program (COOP). The program includes a dedicated police officer and a social worker to work with the homeless
and those struggling with addiction. The group will work as a team, contacting the homeless to help connect them
with services. The police officer has been hired, and interviews for the social worker will be held in February, with
an anticipated start date in March.
Arlington Public Schools
Dr. Chrys Sweeting, Superintendent, noted that she presented her State of the District Address on January 18,
which included a report of the progress toward the district's Strategic Plan. She highlighted the major areas of
progress and some of the challenges the district faces. She briefly outlined interventions the district has initiated to
address the challenges. She took a moment to publicly thank the Arlington Police Department and the City for their
support during the recent security event at Presidents Elementary.
Everett Community College - New Programs
John Bonner, Vice President of Corporate and Workforce Training at Everett Community College, introduced his colleague,
Andre Guzman, who was also in attendance. Mr. Bonner spoke of the employment opportunities in the aerospace industry
in this area and the partnerships Everett Community College has formed to provide training and certification programs in
the field. He shared pictures of students in the programs. Mr. Bonner thanked Brian Lewis, Will Nelson, Arnie Verellen-
Grubbs, Chrys Sweeting and the others that have helpled to get the programs up and running. He is appreciative of a
grant of almost $31,000 that was received from the Cascade Valley Hospital Foundation. He hopes to add more short-
term certificate programs that are aligned with the local workforce needs.
Youth Council
Mr. Duane Fish, Arlington High School Principal, shared about the Arlington Youth Council (AYC), which is not a school -
based organization, but rather convened by the City Council. The AYC consists of three freshman and three sophomores
and is in its second year. AYC members discuss the issues and challenges that students face, as well as problem solve
how to break down the barriers to success. The AYC meets monthly or a bit more. In October, they met with the
Snohomish Health District and analyzed data from the most recent Healthy Youth Survey. They are considering organizing
a Healthy Youth Summit in the spring to address some of the primary issues in our community. Mr. Fish and Sarah Lopez,
with the City of Arlington are co-chairs of the AYC. Dr. Huleatt noted the importance of the student voice in a strong
community.
Epic Electronic. Health 'Records Update
Jola Barnett, Vice President of Operations for PHD #1 of Skagit County, shared about their new electronic health record
system called Epic. She noted that ten (10) years of patient records and five (5) years of test results were imported into
the system. Each patient has one record across all affiliated facilities. Additionally, many other health organizations in our
area use the Epic system, allowing physicians to access those records as well. Ms. Barnett shared flyers about the
"MyChart" app that can be downloaded to smart phones and other electronic devices. Epic also provides a number of
analytical tools that can be useful later.
Arlington Public Schools Bond - Februppry 13, 2018
Mr. Brian Lewis, Executive Director of Operations for Arlington Public Schools, provided copies of the most recent school
district newsletter. He pointed out a picture of the gate that was installed at Post Middle School this year. Data from the
Arlington Police Department showed that Post Middle School had the most crime of all of the district's schools. There have
been no reports of crime since the gate was installed. This is a great example of our community partnership in action!
Mr. Lewis then shared shared facts and information about the district's bond proposal on the February 13 ballot. He
discussed the district's reasons for running a bond now and the items included in the proposal, including building a new
Post Middle School, the addition of an eight -classroom wing to Arlington High School, and safety and security
improvements for all school buildings. The proposal also addresses other needs in the school building (e.g. heating
systems, carpet, etc.) and includes a few improvements to the district's transportation facility. An informational pamphlet
was handed out.
