HomeMy WebLinkAboutSigned Minutes 10-5-19 Budget Retreatl Minutes of the Arlington City Council Budget Retreat Council Chambers 110 East Third Street October 5, 2019 Councilmembers Present: Mike Hopson, Jan Schuette, Marilyn Oertle, Debora Nelson, Sue Weiss, Jesica Stickles and Joshua Roundy. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, James Trefry, Kristin Garcia, Bryan Terry, Jonathan Ventura, Dave Kraski, Marc Hayes, Jim Kelly, Marty Wray, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Don Vanney, Kathy Vanney, Holly Sloan -Buchanan, and Michele Blythe. Retreat Facilitator Steve Peiffle called the meeting to order at 9:00 a.m. Mr. Peiffle began by reviewing the agenda, beginning with an overview of the retreat, and process. He asked councilmembers what their expectations for the retreat were. Mr. Peiffle then introduced City Administrator Paul Ellis and Finance Director Kristin Garcia. Mr. Ellis reviewed what to expect with the PowerPoint presentation. 2019 - 2020 Budget With the use of a PowerPoint presentation, Finance Director Kristin Garcia reviewed the 2019-2020 budget, which included 2019 proposed budget amendments and 2020 proposed budget modifications for all city funds. She also reviewed the proposed 2020 proposed general property tax and EMS tax levies. Discussion occurred throughout the presentation with Ms. Garcia answering council questions. She concluded the presentation with the next steps, which will include: • October 28 - Retreat review and follow up • November 4 - Public Hearing on 2020 regular and EMS tax levies • November 18 - Adopt resolutions to certify regular and EMS tax levies • November 25 - Review final 2019-2020 amendments and modifications • December 2 - Public Hearing on 2019-2020 amendments and modifications • December 16 - Adopt ordinance amending 2019 budget and modifying 2020 budget After a break, Mr. Ellis continued the PowerPoint presentation with the project scope for new construction of Fire Station 48, new police impound building, and new M&O Facilities. Discussion occurred throughout the presentation with Mr. Ellis answering council questions. Page 1 of 2 Minutes of the City of Arlington City Council Meeting October 5.2419 Final discussion included three miscellaneous items in the handouts. • Social Services Fund Policy - City council supported the rewriting of the Flex Fund policy, providing more authority and flexibility for Chief Ventura in administering funds. • City of Arlington/Arlington Public Schools Internship Partnership - the goal of this program is for high school student interns to gain insight from interactions with co- workers and customers through an authentic work -based experience. City council supported the internship partnership. • Request for a Fiber Network Deployment Feasibility Study - City Council supported IT Director Bryan Terry contracting a consultant with expertise in the field of Fiber Network Deployment Feasibility for a study to be done.
