Councilmembers Present: Mike Hopson, Debora Nelson, and Jan Schuette.
Council Members Absent: Sue Weiss, Joshua Roundy, Marilyn Oertle, and Jesica Stickles.
Staff Present: Mayor Barb Tolbert (via telephone), Paul Ellis, Kristin Garcia, James Trefry,
and Sheri Amundson.
Also Known to be Present: Assistant Audit Manager Courtney Amonsen and Audit Lead
Dalton Nield.
The special meeting was called to order at 3:01 p.m.
DISCUSSION
Annual State Audit Entrance Conference
Audit Lead Dalton Nield introduced the team that would be conducting the annual audit of
the City of Arlington and notified the attendees of the audit scope. Auditors plan to examine
the management, use, and safeguarding of public resources as part of the accountability audit
including the areas of payroll, financial software conversion, restricted funds, utility billing,
travel and meal policy compliance, and financial condition. The team will also provide an
opinion on the city's financial statements and audit the airport improvement program grants
from 2018 in compliance with federal law.
Assistant Audit Manager Courtney Amonsen reviewed the different reporting levels,
potential audit costs, and emerging issues the State Auditor's Office is exploring in audits.
