Councilmembers Present: Mike Hopson, Marilyn Oertle, Jessica Stickles, Debora Nelson
and Jan Schuette.
Council Members Absent: Sue Weiss and Joshua Roundy.
Staff Present: Mayor Barb Tolbert, Paul Ellis, City Attorney Steve Peiffle, Jonathan Ventura,
Marc Hayes, Jim Kelly, Jay Downing, Sarah Lopez, Nova Heaton, Dave Kraski, James Trefry,
Bryan Terry and Erin Keator.
Also Known to be Present: Don Vanney and family, Michele Blythe, Doug Buell and Holly
Sloan -Buchanan.
Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Marilyn Oertle moved to approve the agenda as presented. Councilmember
Debora Nelson seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.

WORKSHOP ITEMS NO ACTION WAS TAKEN
Apparent Low Bid 2019 Utility and Pavement Preservation Project
Public Works Director Jim Kelly reviewed the bid tabulation for the 2019 Utility
Improvement and Pavement Preservation Project. Discussion followed with Mr. Kelly
answering questions.
Apparent Low Bid Haller Park Irrigation Project
Maintenance and Operations Manager Jay Downing reviewed the preliminary bid tabulation
for the Haller Park Irrigation Project. Discussion followed with Mr. Downing answering
questions.

PARC Commissioner Appointments
Community Revitalization Manager Sarah Lopez explained that interviews for the Parks, Arts
and Recreation Commission were held March 27th. She stated that they are recommending
to reappoint Steve Maisch and appoint Barb Butner, Heather Logan and Clayton Conway to
the Commission.
Grant Acceptance for Complete Streets
Development Services Manager Nova Heaton explained that the Transportation
Improvement Board (TIB) has awarded the City of Arlington grant funds in the amount of
$600,000.00 to design and construct a Complete Streets Project as described in the grant
application. Councilmember Debora Nelson explained that she will be making the motion at
the April 15, 2019 meeting. Discussion followed with Ms. Heaton answering questions.
Interlocal Agreement (ILA) with Community Transit for Commute Trip Reduction
plans and programs.
Development Services Manager Nova Heaton is seeking Council approval for an updated
interlocal agreement with Community Transit to administer the City's Commute Trip
Reduction plans and programs through June 2023. Discussion followed with Ms. Heaton
answering questions.
Interlocal Agreement (ILA) with East County Fire Support Services (ECFSS) for fleet
maintenance.
Fire Chief Dave Kraski reviewed the proposed ILA with the East County Fire Support Services
(ECFSS) for fleet maintenance. It was recently discovered that there is not a signed ILA
between the two agencies.
Miscellaneous Council Items
City Administrator Paul Ellis confirmed that the retreat will be Saturday, April 13 in the
Council Chambers. Packets will be provided to the Councilmembers early Thursday
morning. He asked that the councilmembers return their priority forms by end of business
Tuesday April 9th.
ADMINISTRATOR & STAFF REPORTS
None.
PUBLIC COMMENT
None.
COUNCILMEMBER REPORTS
Councilmembers Oertle, Hopson, Schuette and Stickles provided brief updates, while
Councilmember Nelson, had nothing to report this evening.
The Mayor stated that she and CED Director Marc Hayes were asked by Greater Seattle
Partners to do an interview for Site Selection magazine regarding the Arlington Marysville
Manufacturing Industrial Center. The Mayor and Mr. Hayes met with the journalist last week
and will follow up by sending photos. This is an international magazine.

EXECUTIVE SESSION
None.
REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
Council discussed and agreed to place the Interlocal Agreement with Community Transit
for Commute Trip Reduction and the Interlocal Agreement with East County Fire Support
Services (ECFSS) for fire vehicles fleet maintenance on the April 15, 2019 Consent Agenda.
