Council Members Absent: Debora Nelson. Staff Present: Mayor Barb Tolbert, Paul Ellis, City Attorney Steve Peiffle, Jonathan Ventura, Marc Hayes, Jim Kelly, Kristin Garcia, James Trefry, and Erin Keator. Also Known to be Present: Don Vanney and family, Michele Blythe. Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Marilyn Oertle moved to approve the agenda as presented. Councilmember Jan Schuette seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS Mayor Pro Tem Marilyn Oertle read the proclamation declaring March 30, 2019 as Arbor Day and urging all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands. WORKSHOP ITEMS o NO ACTION WASTAKEN 2019 Comprehensive Plan and Land Use Code Amendment Docket Community and Economic Director Marc Hayes explained that the 2019 Preliminary Comprehensive Plan Amendment Docket consists of 11 items. The docket items have been divided into two separate Public Hearings so that each group of docket items are given sufficient time to be heard and discussed. This workshop item provides opportunity to review the Planning Commission's recommendation of the preliminary docket items and answer any questions that Council may have regarding this preliminary list. Discussion followed with Mr. Hayes answering questions. Pagel of 3 Minutes of the City of Arlington City Council Workshop March 25, 2019 Easement Agreement with Snohomish County PUD for Underground Electric Lines at Haller Park Public Works Director Jim Kelly explained to Council that as part of the Haller Park Splash Pad project, the City is undergrounding the overhead power lines in the Park, along Cox Ave and power lines that are serving the Old Town Wetland. Our electric power provider, Snohomish County PUD, needs an easement for these underground power lines. Mr. Kelly is requesting that Council issue an easement to the PUD for electric service to and crossing through Haller Park. Strategies 360 Contract for Lobbying City Manager Paul Ellis explained that Strategies 360 has been working on our behalf in Olympia and Washington, D.C. to address some of our immediate and long-term transportation improvement goals, as well as assist us in economic development and other areas. Mr. Ellis is requesting the Council to approve a contract with Strategies 360. Discussion followed with Mr. Ellis answering questions. February 2019 Financial Report Finance Director Kristin Garcia reviewed the February 2019 Financial Report. Miscellaneous Council Items None. ADMINISTRATOR & STAFF REPORTS None. PUBLIC COMMENT None. COUNCILMEMBER REPORTS Councilmembers Roundy, Schuette, Stickles, Weiss, provided brief updates, while Councilmember Oertle had nothing to report this evening. Councilmember Mike Hopson mentioned he had read the statistics regarding the cold weather shelter that were recently distributed. He stated he would like Council to have a discussion regarding the social services fund. He believes the City should show support for the work that is being done for our citizens through this shelter. Mayor Tolbert thanked those who went to the Snohomish County Summit. She also mentioned that it was the fifth anniversary of the Oso Slide. She was honored to go to the memorial. EXECUTIVE SESSION None. Page 2 of 3 Minutes of the City of Arlington City Council Workshop March 25, 2019 REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Council discussed and agreed to place the easement agreement with Snohomish County PUD for underground electric lines at Haller Park and the Strategies 360 Contract for lobbying on the April 1, 2019 Consent Agenda.
