Council Members Absent: None. Staff Present Remotely: Mayor Barb Tolbert, Paul Ellis, James Trefry, Bryan Terry, Kristin Garcia, Jim Kelly, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Thirty-three YouTube viewers. Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Jesica Stickles moved and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the April 6 and April 13, 2020 Council meetings 2. Accounts Payable: EFT Payments and Claims Checks #99426 through #99558 dated April 7, 2020 through April 20, 2020 for $3,919,876.79; and EFT Payments and Claims Checks #29517 through #29529 dated March 1, 2020 through March 31, 2020 for $1,432,623.37; and February Payroll Additional $61,570.27. 3. Ordinance Updating Arlington Municipal Code PUBLIC HEARING None. Page 1 of 2 Minutes of the City of Arlington City Council Meeting April 20, 2020 NEW BUSINESS Amendment to Perteet Contract for 204th Roundabout Design Public Works Director Jim Kelly requested that Council approve a supplement to the existing contract with Perteet, Inc. for Design and Engineering Services for the 204th Street Roundabout project. Councilmember Jan Schuette moved and Councilmember Debora Nelson seconded the motion to approve the supplement to the Perteet, Inc. contract for Design and Engineering Services for the 204th Street Roundabout project and authorized the Mayor to sign the supplement, pending final approval by the City Attorney. The motion passed unanimously. Regional Fire Authority (RFA) update City Administrator Paul Ellis provided an update from the RFA Committee. Mayor Pro Tem Jesica Stickles and Councilmember Marilyn Oertle, who are on the committee with Mr. Ellis, joined him in updating Councilmembers. There have been four committee meetings regarding a potential annexation with North County Fire/EMS. COMMENTS FROM COUNCILMEMBERS Councilmember Mike Hopson asked councilmembers if there was anything they could be doing during the COVID-19 pandemic. Mayor Tolbert thanked him, and spoke of the Emergency Waiver of Utility Bill Late Fees and Suspension of Water Shutoffs for March and April 2020, approved by Council. ADMINISTRATOR & STAFF REPORTS None. MAYOR'S REPORT Mayor Tolbert provided an update of the first meeting of the county's Economic Recovery Task Force. She will begin meeting with Arlington businesses for a local task force. EXECUTIVE SESSION None.
