HomeMy WebLinkAboutSigned Minutes 02-18-20i Council Chambers 110 East Third Street February 18, 2020 Minutes of the Arlington City Council Meeting Councilmembers Present: Mike Hopson, Michele Blythe, Jan Schuette, Marilyn Oertle, Jesica Stickles, and Debora Nelson. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, Kristin Garcia, Jonathan Ventura, Jim Kelly, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Don Vanney, Lindsay Dunn, Sid Logan, and Heather Logan. Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS None. PUBLIC COMMENT Carey Watson, President of Heartland Homeowners Association thanked Councilmembers for the purchase of the sidewalk sucker. Tree roots have been a problem in his neighborhood. He encouraged Councilmembers to pass a law regarding towing of illegally parked cars. Lindsay Dunn, 735 E. Highland Drive, stated that Seattle just passed a ban on cold winter evictions. He believes it's a terrible thing for landlords, and hopes we don't bring it to Arlington. CONSENT AGENDA Mayor Pro Tem Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the February 3 and February 10, 2020 Council meetings 2. Accounts Payable: EFT Payments and Claims Checks #98926 through #99054 dated February 4, 2020 through February 18, 2020 for $671,366.47; and Payroll EFT Payments and Checks #29499 through #29507 dated January 1, 2020 through January 31, 2020 for $1,375,253.06. NEW BUSINESS Interlocal Agreement with Snohomish County for Embedded Social Worker Program City Administrator Paul Ellis requested Council approve the proposed interlocal agreement with Snohomish County. The City of Arlington and Snohomish County are embarking on a pilot project for a Law Enforcement Embedded Social Worker (LEESW). The goal of the LEESW program is to provide an alternative police response to those people with social service needs within air7 / rl'rnnt�.. Mayor Pro Tem Jesica Stickles moved and Mike Hopson seconded the motion to approve the Interlocal Agreement with Snohomish County for Law Enforcement Embedded Social Worker, and authorized the Mayor to sign the Agreement, subject to final review by the City Attorney. The motion passed unanimously. Interlocal Agreement with Snohomish County for Court Services Chief Jonathan Ventura requested Council approve the proposed interlocal agreement with Snohomish County to establish court services with Cascade District Court (Snohomish County). The City of Arlington has contracted for court and jail services with the City of Marysville since April of 2003, but the Marysville jail has been essentially at capacity for the last two years, and the Arlington Police Department has been backlogging arrest warrants. Mayor Pro Tem Jesica Stickles moved and Debora Nelson seconded the motion to approve the Interlocal Agreement with Snohomish County for District Court Services and authorized the Mayor to sign it, subject to final review by the City Attorney. The motion passed unanimously. Ordinance to Update Arlington Municipal Code Chief Jonathan Ventura requested Council approve updates to certain criminal justice sections to the Arlington Municipal Code. The City's misdemeanor prosecutor, Zachor Thomas is recommending updates to certain sections of the Arlington Municipal Code (AMC). Councilmember Marilyn Oertle moved and Jesica Stickles seconded the motion to approve the ordinance updating the Arlington Municipal Code and authorized the Mayor to sign it, subject to final review by the City Attorney. The motion passed unanimously. Second Amendment to Interlocal Agreement Concerning Grant from the Office of Public Defender Chief Jonathan Ventura requested Council approve the Second Amendment to the Interlocal Agreement from the office of Public Defender, accepting a grant of $44,000 over two -years (2020-2021) to provide indigent defense social services. Page 2 of 4 Minutes of the City of Arlington City Council Meeting February 18 2020 This is a local matching grant in partnership with the City of Lake Stevens. Arlington's portion of the grant per year is 60% or $13,200 - $6,120 of that amount is paid for by the grant and the out of pocket costs for the local match will be $7,080 per year. Mayor Pro Tern Jesica Stickles moved and Marilyn Oertle seconded the motion to approve the proposed Second Amendment to the Interlocal Agreement with the City of Lake Stevens to provide indigent defense social services, and authorized the Mayor to sign it, subject to final review by the City Attorney. The motion passed unanimously. Award to Apparent Low Bidder for Sewer Lift Station #15 Installation Project Public Works Director Jim Kelly requested Council award the Lift #15 contract to low bidder, Equity Builders, for the installation and testing of a prepackaged Sewer Lift Station to be installed as part of the Baker-Mor development site, with a bid of $154,190.40. Councilmember Debora Nelson moved and Marilyn Oertle seconded the motion to award the Lift Station #15 Project for the installation and testing of a prepackaged Sewer Lift Station to Equity Builders, and authorized the Mayor to sign the contract, subject to final review by the City Attorney. The motion passed unanimously. Design of 40th/172nd Intersection Signal Project by Perteet Engineers Public Works Director Jim Kelly requested Council approve the contract with Perteet, Inc. for Design and Engineering Services for the 401h Ave/SR-531 Intersection project. Councilmember Jan Schuette moved and Mike Hopson seconded the motion to accept the Perteet, Inc. Scope of Work and Fee for the Design and Engineering services for the 40th Avenue/ SR-531 Intersection Project, and authorized the Mayor to sign the contract, pending final approval by the City Attorney. COMMENTS FROM COUNCILMEMBERS Councilmember Debora Nelson stated that she would like Councilmembers to have an opportunity to connect remotely to Council meetings, and would like IT, Administration, and City Attorney Steve Peiffle bring forward this item with an update to rules and procedures, hopefully in the spring. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis spoke of the Special Council meeting tomorrow to interview applicants for open Council Position No. 2. He stated that Wendy will have printed materials at Councilmembers' seats. MAYOR'S REPORT None. EXECUTIVE SESSION None.
