Council Members Absent: None.

Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.

WORKSHOP ITEMS - NO ACTION WAS TAKEN
Interlocal Agreement with Snohomish County for Embedded Social Worker Program
City Administrator Paul Ellis reviewed the proposed interlocal agreement with Snohomish
County.
The City of Arlington and Snohomish County are embarking on a pilot project for a Law
Enforcement Embedded Social Worker (LEESW). The goal of the LEESW program is to
provide an alternative police response to those people with social service needs within
and/or directly impacting the City of Arlington. The proposed interlocal agreement outlines
the purpose, activities, and commitment of resources from each agency.
The interlocal agreement for law enforcement embedded social worker with Snohomish
County concluded December 31, 2019. The proposed agreement with Snohomish County
will provide a full time, embedded social worker with Arlington. This agreement also
provides for back fill during employee leave and medical oversight needed to administrate

the program. In the 2020 budget, $120,470.00 was budgeted. The program cost will be
$158,420.72 requiring a budget amendment of $37,950.72. Discussion followed with Mr.
Ellis answering Council questions.
Interlocal Agreement with Snohomish County for Court Services
Chief Jonathan Ventura reviewed the proposed interlocal agreement with Snohomish
County. He was joined by Judge Jennifer Rancourt of Cascade District Court.
The City of Arlington has contracted for court and jail services with the City of Marysville
since April of 2003. As the Marysville jail has been essentially at capacity for the last two
years, the Arlington Police Department has been backlogging arrest warrants. This has
ultimately resulted in the ineffectual administration of criminal justice. Without the ability
to have full access to the Marysville Jail, the City of Arlington will be better served by
conducting court business within our own city.
The interlocal agreement will establish court services with Cascade District Court
(Snohomish County). The current agreement with Marysville Municipal Court (Marysville)
expires on February 29, 2020. Discussion followed with Chief Ventura and Judge Rancourt
answering Council questions.
Ordinance to Update Arlington Municipal Code
Chief Jonathan Ventura reviewed updates to certain criminal justice sections to the
Arlington Municipal Code.
The City's misdemeanor prosecutor, Zachor/Thomas is recommending updates to certain
sections of the Arlington Municipal Code (AMC). These AMCs may include, but are not
limited to; Title 9 (Peace, Morals, and Safety), and Title 10 (Vehicles and Traffic), Title 8
(Animals), and Title 11.01.110 to ensure any traffic revisions in Title 10 don't conflict.
These are generally criminal justice related AMCs enforced by the police department that
have become outdated/invalidated in part to changes/updates to WACs/RCWs, recent
court decisions (case law), and/or failure to properly incorporate and reference
WACs/RCWs. Discussion followed with Chief Ventura answering Council questions.
Second Amendment to Interlocal Agreement Concerning Grant from the Office of
Public Defender
Chief Jonathan Ventura reviewed the Second Amendment to the Interlocal Agreement from
the office of Public Defender.
In 2017, the Arlington Police Department participated in a pilot grant project to establish a
social service program for public defense clients of the cities of Lake Stevens and Arlington.
The program identifies clients that benefit from social services allowing defense attorneys
to spend more time on legal defense work. Clients working with a social worker can benefit
from decreased jail time and decreased recidivism. This saves the tax paying community
money (arrest, prosecution, defense, medical, and incarceration).
In 2017, Arlington and Lake Stevens experienced a recidivism rate of 35% whereas
Marysville, which did not participate in the program, experienced a recidivism rate of 67%.

In 2019, the grant opportunity was extended through the first amendment to the interlocal
agreement, and the grant was increased to $50,000. The first amendment to the interlocal
agreement expired on December 31, 2019.
Award to Apparent Low Bidder for Sewer Lift Station #15 Installation Project
Public Works Director Jim Kelly distributed the preliminary bid tab and reviewed the bid
award for Sewer Lift Station #15. Equity Builders was the apparent low bid at $154,190.40.
The bid is expected to be qualified soon. Equity Builders also performed the Lift Station #2
Upgrade Project.
The City of Arlington has entered into a recovery contract with Baker-Mor, LLC and AMWA-
JPM, LLC for the construction of a lift station and force main to provide sanitary sewer
service to the Baker-Mor development site in Smokey Point. Staff conducted a formal bid
(Project P02-465) for procurement of a prepackaged sewer lift station. Once the
construction drawings were complete, staff advertised for the installation, testing and
start-up of the prepackaged sewer lift station on January 24, bids were received on
February 7. The February 18 Council agenda packets will include a PE stamped bid
tabulation along with recommendation for award to lowest qualified bidder. Discussion
followed with Mr. Kelly answering Council questions.
Design of 40th/172nd Intersection Signal Project by Perteet Engineers
Public Works Director Jim Kelly reviewed the contract with Perteet, Inc. for Design and
Engineering Services for the 40th Ave/SR-531 Intersection project.
In 2018, Arlington received approval from WSDOT to install a traffic signal at the
intersection of 172nd St (SR-531) and 40th Avenue. In 2019, staff applied for and received
a $1,121,328.00 grant from the Transportation Improvement Board (TIB) to fund design,
Right of Way procurement, and construction of a signal at this intersection. In conjunction
with the signal, the project will include elimination of the center turn lane from Smokey
Point Blvd to 43rd Ave, installation of ADA compliant pedestrian crossings, and the
addition of bus stop pull outs on the NW and SW corners. Staff is recommending that
council authorize contracting with Perteet, Inc. for the design services. Discussion followed

December 2019 Financial Report
Finance Director Kristin Garcia reviewed the December 2019 financial report. Discussion
followed with Ms. Garcia answering Council questions.

Oertle, Debora Nelson, Jan Schuette, Jesica Stickles, and Michele Blythe had nothing to report
this evening.

REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
Council discussed and decided all of tonight's agenda items would be on New Business for
the February 18, 2020 Council meeting.
