HomeMy WebLinkAboutSigned Minutes 02-03-20G;jjY 0 r r Council Chambers 110 East Third Street February 3, 2020 Minutes of the Arlington City Council Meeting Councilmembers Present: Mike Hopson, Jan Schuette, Marilyn Oertle, Debora Nelson, Michele Blythe, and Jesica Stickles. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, James Trefry, Ashleigh Scott, Bryan Terry, Jonathan Ventura, Dave Kraski, Marc Hayes, Dan Cone, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Don Vanney, Avery Hufford, Lindsay Dunn, Holly Sloan - Buchanan, Sid Logan, Heather Logan, and Jan Berg. Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Jesica Stickles moved and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the January 21 and January 27, 2020 Council meetings 2. Accounts Payable: EFT Payments and Claims Checks #98837 through #98925 dated January 22, 2020 through February 3, 2020 for $340,099.27. 3. Acceptance of Dedication of 180th Street Right of Way from SmartCAP 4. Acceptance of Dedication of 63rd Avenue Right of Way from Dantrawl Pagel of 3 Minutes of the City of Arlington City Council Meeting February 3. 2020 PUBLIC HEARING None. NEW BUSINESS Unscheduled Replacement of City Council Chambers Microphones IT Director Bryan Terry requested Council approve a Request for Purchase (RFP) for City Council Chambers microphones. Because of the price of the equipment, a RFP must be generated to obtain a competitive bid. Mayor Pro Tem Jesica Stickles moved and Councilmember Debora Nelson seconded the motion to approve the unscheduled replacement of City Council microphones. The motion pasycd unanimously. Revised City Council Rules of Procedure and Code of Ethics City Attorney Steve Peiffle requested Council approve the revisions to the City Council Rules of Procedure, with the addition of a Code of Ethics section, with edits from Councilmembers discussed at the January 27, 2020 workshop. Mayor Pro Tern Jesica Stickles moved and Debora Nelson seconded the motion to approve the Revised City Council Rules of Procedure and Code of Ethics as presented. The motion passed unanimously. Appointment to Planning Commission Community and Economic Development Director Marc Hayes requested Council approve the Planning Commissions' recommended candidate, Jan Berg. Staff believes she will be a great contribution to both Planning Commission and the Arlington community. Mayor Pro Tern Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to confirm the appointment of Jan Berg to the Arlington Planning Commission. The motion passed unanimously. Replacement of Medic 48 Fire Chief Dave Kraski requested Council approve a replacement of Medic #48. In an effort to maintain a current fleet of Fire and EMS apparatus, reduce maintenance costs and unscheduled purchases, a replacement schedule was implemented several years ago. This request is for council to initiate the purchase. Councilmember Marilyn Oertle moved and Mayor Pro Tern Jesica Stickles seconded the motion to approve the request to replace Medic #48 / AFD-16. The motion passed unanimously. DISCUSSION ITEMS None. Page 2 of 3 Minutes of the City of Arlington City Council Meeting February 3. 2020 INFORMATION None. ADMINISTRATOR & STAFF REPORTS None. EXECUTIVE SESSION City Attorney Steve Peiffle announced that there would be a need for an Executive Session for discussion of pending or potential litigation [RCW 42.30.110(1)(i)]. Mr. Peiffle stated that he expected the regular meeting to reconvene at 7:25 p.m. He indicated he would be asking Council to take action after the Executive Session, when Council resumed at the regular meeting. Mayor Tolbert recessed the meeting at 7:12 p.m. The meeting reconvened at 7:28 p.m. Mayor Pro Tem Jesica Stickles moved and Councilmember Debora Nelson seconded the motion to authorize the City Attorney to pursue an adverse possession claim against Arlington, LLC and Alaska Limited Liability Company. The motion passed unanimously. ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 7:28 p.m. Barbara Tolbert, Mayor Page 3 of 3
